Q. What was in the bond measure advertisement vs. ballot? <br />A. The bond measure advertisement tabloid was prepared by the City and distributed to <br />approximately 65,000 households through the Register-Guard and other means. This <br />publication listed proposed projects based on the work of the Mayor's Parks and Open Space <br />Committee. Under the category of Projects providing services to all of Eugene, recommended <br />improvements for Amazon Park are stated as "two new lighted ballfields with parking". <br />The language of the actual ballot measure as stated on the November 1998 ballot reads, <br />"Question: Shall the City of Eugene issue $25,305,000 general obligation bonds to purchase <br />parkland, build parks and youth sports fields and replace Amazon Pool? If the bonds are <br />approved, they will be payable from taxes on property or property ownership that are not subject <br />to the limits of Sections 11 and 11 b, Article XI of the Oregon Constitution." <br />Q. Ballfields: expansion or new? <br />A. The area where ballfields are proposed is currently used and managed as an unimproved <br />baseball field. The current proposal is to replace the baseball field with a flexible multi- <br />purpose field layout which would enable the layout and. direction of the fields to be rotated. <br />Q. Play area drainage: stormwater funding eligible? <br />A. stormwater funding is not appropriate to be spent on .play area drainage. stormwater <br />funding is only appropriate for projects which will enhance the capabilities of the City's <br />stormwater system. <br />Q. Prioritization..... what is the process? <br />A. The prioritization process started at the first workshop with input provided. Prioritization will <br />continue through the park planning process based on public input, questionnaires, feedback, <br />and further information gathering. This information will be synthesized and analyzed based on <br />criteria which is currently being developed. <br />Q. Where are priorities from workshop #1? <br />A. Priorities from workshop #1 are recorded in the workshop report. They-will be incorporated <br />into on-going prioritization work. <br />Q. Why isn't running trail relocation on the list? Lights? <br />A. Staff has concerns about relocating the running trail for a number of reasons. These <br />reasons include creating an area which is isolated and prone to illegitimate activities, removing <br />a potential for increased appreciation of natural areas by local runners/walkers, and losing a <br />favorite portion of the running trail based on aesthetics and shade in summertime. It is <br />understood that lighting the trail along the creek is not desired or conducive to habitat uses, and <br />is therefore not proposed. <br />That said, there has been interest expressed by individuals in the community to relocate the <br />trail. For that reason, the relocation plan should have been included in the proposed project list. <br />The cost of relocating the trail would be approximately $3/square foot, not including lighting. <br />Q. What will be the availability of the restroom? <br />A. Many restrooms throughout the park system are closed down in the winter months. <br />Although currently under construction, the former restroom north of 24th has been a year- <br />round restroom.
