~~ <br />The Vision <br />Throughout the development of the plan, it has been recognized that certain strategies <br />will require new revenue sources to implement while others can be implemented by redirect- <br />ingexisting resources. In addition to the traditional funding and incentive approaches such <br />as solid waste disposal and collection fees and tax credits, funding approaches including <br />federal research and technology transfer grants, advance disposal fees, foundation grants, fees <br />on recycling, energy taxes, and taxes on virgin material use may be considered. It will be <br />important for those responsible for implementing the strategies contained in this plan to be <br />innovative and creative in using and finding resources to accomplish the objectives. <br />The citizens of Oregon have made a value shift from a <br />"throw-away" society to a conservation society. <br />GETTING THERE <br />MISSION - <br />Citizens ofOregon worktogetherto protectthe public health and ourenvironment by: <br />• Conscientiously reducing waste; <br />e Diminishing per capita waste generation; <br />. Managing resources and residuals cost-effectively and in an <br />environmentally. sound manner; and <br />e Financially supporting a convenient and environmentaly sound <br />waste and resource management system. <br />The Vision <br />VISION <br />YEAR 2005 <br />Citizens Will: <br />e Buy products that are durable, reusable, repairable, <br />recycled and recyclable; <br />e Tell manufacturers citizens prefer products that are durable, reus- <br />able, repairable, recycled and recyclable; and <br />e Act as a "watchdog" to ensure government and business promote <br />conservation. <br />Business Will: e Conserve natural resources, reduce consumption and use secondary , <br />resources; <br />e Make and market products that are durable, reusable, repairable, <br />recycled and recyclable; and <br />. Ensure consumers convenient opportunities to have products <br />repaired. <br />Government Will: e Place an emphasis on waste prevention, market demand and policy <br />initiatives; and <br />. Lead through example by purchasing products that are durable, <br />reusable, repairable, recycled and recyclable. <br />6 7 <br />
