January 28, 1994 <br />ENVIRONMENTAL <br />QUALITY <br />CU141M[SSIOX <br /> Dear Interested Persons; <br /> As members of the Environmental Quality Commission, we are pleased to adopt the Oregon <br /> Integrated Resource and Solid Waste Management Plan. This plan provides overall guidance <br /> and direction for the development of solid waste policy in Oregon for the next ten years. <br /> Adoption of this plan signifies strong support for a waste prevention program initiative in <br /> Oregon. The plan also emphasizes the need for good educational programs in Oregon on <br /> solid waste mono ement in eneral includin waste revention rec clin and di sal and <br />g g g P y g, ~ <br /> the public-private partnership necessary to develop a solid waste system that is economically <br /> self-sustaining and places value on waste as a resource. <br /> The Commission would like to take this opportunity to reiterate several specific concerns <br /> which we believe should be considered Burin im le-nentation of this tan. <br />g P P <br /> - Although it is important to recognize that labeling standards should be <br /> established at the national level, it is also important for Oregon to be a leader <br /> . <br />and be proactive in.addressing labeling issues. <br /> - In general, the usefulness of tax credits as an incentive for pollution prevention <br /> has diminished over the years; however, it is recognized that a single tax <br /> credit program aimed specifically at developing markets for recyclable <br /> materials is needed in the near term to address the supply and demand problem <br /> associated with recycling, <br />O~~der rupie~e of Tl~e Plan ~,r The I~ack~~rouild Ducume-nt hti ~~~I~itii~~~ or r~~llin~~: <br /> - It is important to be specific in measuring success through trends in reduction <br /> <br />Oregon Department o1 Environmental Quali[y of the amount of waste disposed.
