To our community stakeholders and customers, <br />In 2005, the combined efforts of our Eugene and Springfield organizations resulted in significant progress towards <br />preparing for and expanding the community's wastewater management facilities for the future. These upgrades will <br />enable us to continue meeting the increasing daily demands for quality service and environmental performance. We <br />are proud to highlight in this report the performance of our facilities and the work completed in 2005 to operate, <br />maintain and enhance these important assets. <br />MWMC completed several milestone projects in 2005 that were needed to solidify our ability to effectively <br />implement the updated twenty-year Facilities Plan, adopted by the Commission in 2004. The Commission updated its <br />financial and asset management policies, and adopted the MWMC 2005 Financial Plan. We worked with the elected <br />officials of our partner agencies-Eugene, Springfield, and Lane County-to adopt a modernized intergovernmental <br />agreement, which clarifies the Commission's authority to finance, construct, operate, and maintain the Regional <br />Wastewater Facilities. We also completed an assessment of our organizational structure and systems in place to <br />support the dramatically elevated level of capital improvement activity set to occur over the next five to ten years. <br />The resulting improvements in our staffing, intergovernmental coordination and automated systems have prepared us <br />to meet an aggressive timeline for completion of capital projects necessary to meet a 2010 regulatory deadline <br />established by the Department of Environmental Quality for improved water quality. <br />In 2005, we also maintained our emphasis on meeting performance targets established by the Commission to ensure <br />that their long-term objectives for successfiil service to the Eugene-Springfield area are met. Some of these efforts, <br />such as a continued focus on effective governance and on asset management, are highlighted in this annual report. <br />We want to recognize the outstanding commitment, quality work, and creative ingenuity demonstrated by the men <br />and women who made this regional wastewater management partnership work on a daily basis throughout 2005.
