To our community stakeholders and customers,
In 2005, the combined efforts of our Eugene and Springfield organizations resulted in significant progress towards
preparing for and expanding the community's wastewater management facilities for the future. These upgrades will
enable us to continue meeting the increasing daily demands for quality service and environmental performance. We
are proud to highlight in this report the performance of our facilities and the work completed in 2005 to operate,
maintain and enhance these important assets.
MWMC completed several milestone projects in 2005 that were needed to solidify our ability to effectively
implement the updated twenty-year Facilities Plan, adopted by the Commission in 2004. The Commission updated its
financial and asset management policies, and adopted the MWMC 2005 Financial Plan. We worked with the elected
officials of our partner agencies-Eugene, Springfield, and Lane County-to adopt a modernized intergovernmental
agreement, which clarifies the Commission's authority to finance, construct, operate, and maintain the Regional
Wastewater Facilities. We also completed an assessment of our organizational structure and systems in place to
support the dramatically elevated level of capital improvement activity set to occur over the next five to ten years.
The resulting improvements in our staffing, intergovernmental coordination and automated systems have prepared us
to meet an aggressive timeline for completion of capital projects necessary to meet a 2010 regulatory deadline
established by the Department of Environmental Quality for improved water quality.
In 2005, we also maintained our emphasis on meeting performance targets established by the Commission to ensure
that their long-term objectives for successfiil service to the Eugene-Springfield area are met. Some of these efforts,
such as a continued focus on effective governance and on asset management, are highlighted in this annual report.
We want to recognize the outstanding commitment, quality work, and creative ingenuity demonstrated by the men
and women who made this regional wastewater management partnership work on a daily basis throughout 2005. The
outcome of their efforts continues to be a clean and safe Willamette River for our community at an affordable cost.
Our Regional Wastewater Program continues to be widely recognized for its professionalism, innovation, and
commitment to environmental performance, and for its demonstrated success as an intergovernmental partnership.
•~ ~/ i -.
~u,ait ~mitf,
~~] ~1' ~~~ L~ L~ ~ t L~ 1 i1iiric%C1dbLC..

~~,,~~ iz~~il;,
~~'as~. ~cl[~ r I )i~i~iun 17ir~~t~~~
~F ,.~~ ~ ,
~,~ ;~ x~ ~ ~
Susan Smith, MWMC General Manager
Peter 1~i~er,Wastewater Division Director
~}
