<br />To our community and stakeholders: <br />For 28 years, the Metropolitan Wastewater Management Commission (MWMC) has been a successful model of <br />intergovernmental cooperation, continuously meeting the wastewater service needs of our growing community. <br />Through the resourceful initiative reflected in MWMC's 2004 Facilities Plan, we have laid the foundation for the <br />next 20 years of high quality wastewater management services that will protect the health and safety of our <br />community and the water quality of the Willamette River. <br />Amidst a confluence of new regulations, increased operational complexities, and increasing community demand for <br />system capacity, we are forging ahead to improve and expand the regional facilities as a foundation for the future of <br />our growing service area. As we begin the challenge of implementing the Facilities Plan we are reminded of our <br />commitments to careful planning to best serve our community and customers, maintain high environmental <br />standards, and provide responsible fiscal and asset management. In addition to launching the first phase of <br />MWMC's Facilities Plan capital improvement projects, the Commission's 2005 accomplishments included review <br />and refinement of our financial policies and organizational structure.
