CITY COUNCIL GOAL: Arts and Outdoors <br />Strengthen our commitment to community arts and outdoor assets. <br />Contact: Renee Grube, Executive Director, Library, Recreation and <br />Cultural Services, 682-6065 <br />Jan Bohman, Staff Lead, 682-5587 <br />Reporting period: January -March 2007 <br />Eugene's bountiful arts and outdoor resources are unique assets of our city and major contributors <br />to the community's overall quality of life. Strengthening and promoting these vital assets has two <br />significant benefits: 1) improved sustainable economic activity through increased tourism and <br />commerce; and, 2) enhanced community livability with expanded access to arts and outdoor <br />amenities for area residents. <br />Efforts to enrich and promote Eugene's arts and outdoors opportunities will be multi-faceted. The= <br />action plan involves completing cultural, parks, recreation and arts-related projects identified in . <br />ongoing City planning efforts as well as developing and implementing a collaborative strategy to <br />~` = increase arts and outdoors offerings and to effectively market the community identity locally and to <br />external audiences. <br />OUTCOMES <br />There are three overall outcomes to be accomplished in a 3-5 year period: <br />• Economic activity due to arts, outdoors, and tourism increases <br />Eugene becomes well-known as a great place for arts and outdoors <br />• Residents have greater access to arts and outdoors amenities and activities <br />PROGRESS SINCE LAST REPORT <br />Parks. Recreation and Open Space I,PROS~ Comprehensive Plan <br />On November 7, 2006, Eugene voters passed the Parks, Recreation and Open Space bond, Measure <br />20-110. The measure authorizes a maximum of $27,490,000 for the following: purchase of land for <br />neighborhood and community parks in areas throughout the city; purchase of natural area parks <br />along the Ridgeline Trail corridor, Willamette River and Gillespie Butte; expansion and construction <br />of facilities at Golden Gardens Park; support for development of the West Eugene Wetland <br />Education Center in partnership with other agencies; and restoration and development of synthetic- <br />surface athletic fields and related facilities in partnership with the Eugene 4J and Bethel school <br />districts. These acquisitions and projects over the next several years will significantly enhance <br />Eugene's outdoor resources and recreation assets. <br />Cultural Policy Review <br />Cultural Policy Review consultants, Marc Goldring and Claudia Bach, were in Eugene in March to <br />meet with the Mayor's Committee, facilitate a public forum, conduct individual cultural assessment <br />interviews, and meet with University of Oregon administrators regarding arts and culture resources <br />on campus. The consultants presented and discussed the draft vision, goals and strategies resulting <br />from the data/information collection phase of the project and the work of the Mayor's Committee <br />Working Groups on the following topics: Leadership and Resources; Cultural Organizations, <br />Participation .and Audiences; Education and Lifelong Learning; Communication; and Downtown <br />and the Built Environment. <br />-13- <br />
