FINAL 2008-2011 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM <br />Project selection activities follow the federal regulations in Title 23 of the US Code, Part 450; <br />guided by policy direction established through the Oregon Transportation Plan (OTP) adopted <br />by the Oregon Transportation Commission on September 20, 2006. That direction made preser- <br />vation and maintenance of existing facilities a priority. The OTP states: "Maintaining existing <br />facilities and services, managing transportation systems efficiently and optimizing technologies <br />are basic to delivering transportation in Oregon." Modal plans guided by this philosophy rein- <br />force these priorities. This is further illustrated in the 1999 Oregon Highway Plan, where safety <br />and protecting the existing infrastructure investment are established as the highest priorities. <br />FHWA FUNDS TRANSFERRED FOR ADMINISTRATION BY FTA <br />The SAFETEA-LU guidelines allow for the flexible use of Title 23 funds (STP funds) for public <br />transit activities. Projects selected to be included under this provision will require a transfer of <br />funding from FHWA to be administered under FTA. The cost figures reflect the total attributed <br />to the individual programs, including the required matching funds. <br />For the state portion of the 2008-2011 STIP, approximately $33.5 million has been targeted for <br />flexing to FTA. This includes approximately $20 million to the Oregon Transportation Network <br />(Elderly and Disabled Transportation), $8 million to Urban Transit, $3 million to Transit Innova- <br />tive Projects, $2.2 million to Transportation Demand Management, and approximately $250,000 <br />of regional STP funds. <br />GROUPED PROJECTS <br />Among the provisions of SAFETEA-LU is the ability to group projects which, due to their char- <br />acteristics or timing of grants, are not listed individually in the STIP, but instead are shown in the <br />Statewide Programs section. Projects funded under these programs tend to be small and not re- <br />gionally significant. Following is a listing of these grouped or "bucketed" programs: <br />o Transportation Demand Management <br />o Transportation Growth Management <br />Federal Transit Administration Funds (5303, 5310, 5311, 5313, 5316, 5317) <br />o Local Agency Bridge Inspection/Load Rating Program <br />o State Bridge Inspection/Load Rating Program <br />o Culvert Repair/Retrofitting and Supplies <br />o Major Bridge Maintenance <br />o Fish Passage <br />o Statewide Striping Program <br />o Immediate Opportunity Fund Program <br />o Bicycle/Pedestrian Grant Program <br />o Transportation Enhancement Program <br />o Statewide Operations Bucket (ITS) <br />o Local Government STP <br />Page 402 <br />
