FINAL 2008-2011 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM <br />The state, by agreement with local government organizations, shares the use of the Surface <br />Transportation Program (STP) funds. The agreement further provides the opportunity for an ex- <br />change of additional state fuel tax revenue for what would otherwise be the federal share of iden- <br />tified local government-sponsored projects. With the exception of the transportation manage- <br />ment areas, all such STP funds are available to be exchanged. These state fuel tax-funded local <br />projects are grouped under the Statewide portion of the program as the Local Government Fund <br />Exchange Program. All such projects that must be considered for compliance with the Clean Air <br />Act are individually identified in the STIP. <br />Local Government: Metropolitan Planning Organizations <br />All sources of revenue that support the metropolitan area transportation programs, in addition to <br />identified federal funding, are reasonably expected to be available to implement the program as <br />proposed. No new sources of revenue have been anticipated in the development of the individual <br />MTIPs. Each program has been financially constrained, and is so noted in the MPO-adopted pro- <br />grams. <br />FEDERAL PRELIMINARY ENGINEERING (PE), RIGHT-OF-WAY (RW), and <br />UTILITY RELOCATION (UR) <br />Wherever possible, PE, RW, and UR activities for state-sponsored projects are scheduled for fed- <br />eral funding. These amounts have been included for consideration in meeting all appropriate <br />SAFETEA-LU (and relevant preceding acts) and Clean Air Act requirements. Where an obliga- <br />tion of federal funds is anticipated for PE, RW, or UR for a project with a construction year out- <br />side of the 2008-2011 period, an amount has been shown among the regional listings of projects. <br />MAINTENANCE AND OPERATIONS <br />The guidelines of SAFETEA-LU (and relevant preceding acts) require the STIP to be con- <br />strained to revenue while the system as a whole is being adequately operated and maintained. <br />While it can be difficult to demonstrate adequate preservation of the system in a quantitative <br />manner, the overall program direction for the 2008-2011 STIP, like the previous five STIPs, is <br />"maximum preservation, minimum modernization". The work types represented in the STIP <br />help make this point: Of the 1,361 individual projects identified, there are only 186 moderniza- <br />tion projects, and 89 of those are local projects. Additionally, because the state modernization <br />projects are almost exclusively improvements to existing facilities, a large percentage of each <br />project is preservation. <br />Although pavement preservation projects comprise the majority of the work identified in the <br />STIP, these projects alone would not adequately maintain the 19,048 total lane miles under <br />ODOT's responsibility. Maintenance programs not identified in the STIP, in addition to all the <br />types of work that are identified in the STIP, contribute to maintaining the existing infrastructure. <br />The combined result of all of these activities contributes to Oregon's adequately operated and <br />maintained transportation system. <br />Page 401 <br />
