FINAL 2008-2011 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM
ENTERPRISE, November 2, 2006
3 attendees
General Comments:
• Russ McMartin, Wallowa County Public Works -- I'd like to thank ODOT for all the work
they do for us, the OTIA projects, the ConnectOREGON and they are great to work with.
• Roger Averbeck, citizen - I see a need for consideration of some passing lanes between Jo-
seph and Enterprise. These are the two largest communities in our county [Wallowa].
There's a lot of people that drive back and forth between these two communities, and I think
there's been some close calls out there with people trying to pass in times when they
shouldn't. I do note in the Draft STIP, there's a passing lane in the works for between
Lostine and Enterprise, but Lostine is a small community so that would pretty much benefit
traffic that's going in and out of the county or just to Wallowa. I'm aware that in the Wal-
lowa County Transportation Plan there's a reference to a passing lane study in 1996 that de-
scribes potential passing lanes between Joseph and Enterprise and it lists some milepoints
and estimated costs. I don't know if that project has fallen by the wayside or if anyone can
speak to that. Thank you for your time.
Discussions•
• Mike Buchanan, ODOT District 13 Manager -One piece of the OR 82 Passing Lanes Study
referred to is being implemented in a draft STIP project.
Telephone Comments Received:
• Roger Averbeck -contacted District 13 Manager, Mike Buchanan, wanting more informa-
tion on the passing lane project and the rational for selection of the area chosen.
