The letter also recommended creation of a public involve- <br />ment/notification database. The same letter was submitted at the Redmond meeting. <br />General Comments: <br />• Two people (a business owner & a consultant) expressed concern about the lack of funding <br />to complete needed transportation improvements in LaPine. Of specific concern was the <br />proposed traffic signal and related improvements at the intersection of 1St & Hwy 97. We <br />had some discussion about the likelihood of identifying some cost-share funding in the STIP <br />to match private sector funds and possibly county funds. ODOT staff committed to letting <br />COACT members know of this concern. No detailed proposal has been developed at this <br />point. <br />• There was general concern that improved public notification and involvement would be help- <br />ful for many of our projects. Specifically, the observation was that we do not have a standing <br />notification list of interested parties on our database. For example, there are individuals and <br />organizations that would potentially like to be notified at the earliest possible opportunity of <br />modernization projects in Central OR. Our public involvement process is not currently <br />structured and maintained like a database to customize public notices based on project cate- <br />gory, geography, etc. <br />• There were a couple of comments that we should implement a raised center median south of <br />Bend ASAP. The recent fatal head-on between the two semis is an example of what can hap- <br />pen. This is of urgent concern with the coming winter road conditions. <br />• Abetter route for Highway 20 through Bend is needed. <br />• In general, there was a lot of interest in better understanding our decision processes, like how <br />we prioritize and select projects, etc. <br />Page 377 <br />
