FINAL 2008-2011 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM
Region 4: Total Public Attendees: 17
People Attending
Location (Excluding ACT/ODU'1' h.
Bend ...................................................................... 12
Redmond ............................................................... 5
Rufus ..................................................................... 0
Klamath Falls ........................................................ 0
Four meetings were held for STIP public review in Region 4.
SEND, November 7, 2006
12 attendees
Letters Received:
sts)
• One letter was received from a Sierra Club representative in opposition to the Highway 20
passing lane project. The letter also recommended creation of a public involve-
ment/notification database. The same letter was submitted at the Redmond meeting.
General Comments:
• Two people (a business owner & a consultant) expressed concern about the lack of funding
to complete needed transportation improvements in LaPine. Of specific concern was the
proposed traffic signal and related improvements at the intersection of 1St & Hwy 97. We
had some discussion about the likelihood of identifying some cost-share funding in the STIP
to match private sector funds and possibly county funds. ODOT staff committed to letting
COACT members know of this concern. No detailed proposal has been developed at this
point.
• There was general concern that improved public notification and involvement would be help-
ful for many of our projects. Specifically, the observation was that we do not have a standing
notification list of interested parties on our database. For example, there are individuals and
organizations that would potentially like to be notified at the earliest possible opportunity of
modernization projects in Central OR. Our public involvement process is not currently
structured and maintained like a database to customize public notices based on project cate-
gory, geography, etc.
• There were a couple of comments that we should implement a raised center median south of
Bend ASAP. The recent fatal head-on between the two semis is an example of what can hap-
pen. This is of urgent concern with the coming winter road conditions.
• Abetter route for Highway 20 through Bend is needed.
• In general, there was a lot of interest in better understanding our decision processes, like how
we prioritize and select projects, etc.
Page 377
