FINAL 2008-2011 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM <br />SUMMARIZATION of PUBLIC INPUT on the <br />DRAFT 2008-2011 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM <br />October 1 through November 30, 2006 <br />For the last several STIP updates, the Ore- <br />gon Department of Transportation has ac- <br />tively informed transportation stakeholders <br />and the general public about how the STIP is <br />developed, and about the overall process, <br />including the most opportune time to impact <br />the course of transportation in Oregon, the <br />programs funded, the projects selected, and <br />the policies guiding these decisions. The <br />message illustrates that the biggest impact <br />comes through getting involved early in the <br />planning processes, e.g., Transportation Sys- <br />tem Plan development, Corridor Plan devel- <br />opment, and statewide plan development; <br />the STIP is the end result of much planning <br />effort. <br />The formation of Area Commissions on <br />Transportation (ACTs) across most of the <br />state has further changed the dynamic by <br />which public comments are received, pro- <br />viding on-going opportunities for participa- <br />tion at the local level. <br />During the public review period for the <br />Draft 2008-2011 STIP, 573 people attended <br />28 meetings across the state. Most of the <br />comments centered around support or lack <br />thereof for specific projects included in, or <br />excluded from, the draft STIP; funding is- <br />sues; and the necessity to look for new ways <br />to fund transportation needs.
