DRAFT 2010-2013 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM <br />The STIP only includes projects for which <br />there is committed funding available. In <br />other words, the STIP is fiscally constrained. <br />Projects listed in the STIP may include <br />highway and bridge construction or repairs, <br />transportation system planning projects, <br />transit service improvements and capital <br />purchases, and other types of construction <br />projects that affect the appearance, safety <br />and operation of Oregon roads and high- <br />ways. The money for these projects comes <br />from state or federally-funded programs that <br />address certain transportation needs. There <br />are limits on how the money from most pro- <br />grams maybe used. For example, Pavement <br />Preservation money may not be used for <br />bridge replacements. The programs are the <br />building blocks for the STIP; preparing the <br />STIP determines which projects should be <br />approved, when the work should be done, <br />and what program(s) should be used to pay <br />for them. <br />By adopting the STIP, the OTC allocates <br />available state and federal funding to spe- <br />cific projects. When preparing the STIP, the <br />Oregon Department of Transportation <br />(ODOT) seeks agreement from federal and <br />state government agencies, Metropolitan <br />Planning Organizations (MPOs), transporta- <br />tion interest groups, and other affected local <br />jurisdictions about which projects have the <br />highest priority in the upcoming four-year <br />period. Projects are approved and scheduled <br />according to their priority, available fund- <br />ing, and readiness to proceed. <br />The participants in the STIP process expect <br />that the projects listed in the STIP will be <br />funded and built as scheduled. They recog- <br />nize, however, that actual revenues may be <br />higher or lower than originally forecast, or <br />that a project unavoidably may be delayed. <br />Therefore, they agree that project priorities <br />may shuffle within the STIP, and if a project <br />must be delayed, it may retain its priority for <br />funding at another time in the program. <br />These changes are subject to approval of the <br />OTC, FHWA, and FTA. While ODOT and <br />the other STIP partners intend to deliver the <br />projects listed in the STIP as described, they <br />may modify or replace some projects if <br />more effective solutions to the transportation <br />problems are identified during project de- <br />velopment, which involves engineering and <br />design. Projects and/or their priority also <br />may be modified as a result of input re- <br />ceived during the public review for the draft <br />STIP. <br />This document is the DYaft 2010-2013 STIP. <br />This program meets the requirements of the <br />Safe, Accountable, Flexible, Efficient <br />Transportation Equity Act: A Legacy for <br />Users (SAFETEA-LU)1, the law that pro- <br />vides federal funds for transportation pro- <br />jects to move people and freight. <br />SAFETEA-LU was enacted August 10, <br />2005, as Public Law 109-59, and authorizes <br />the Federal surface transportation programs <br />for highways, highway safety, and transit for <br />the 5-year period 2005-2009. <br />HOW TO USE THIS DOCUMENT <br />Document Overview <br />This STIP document includes important in- <br />formation about state and federally-funded <br />transportation projects for the 2010-2013 <br />timeframe. The program covers the four <br />year period beginning on October 1, 2009, <br />which is the beginning of the 2010 federal <br />fiscal year, and ends September 30, 2013, <br />which is the end of the 2013 federal fiscal <br />year. Amendments to this document may <br />occur .periodically that alter the scope, <br />schedule, and number of approved projects <br />in the STIP.
