The current focus areas are <br />posted on the web site noted below, under <br />General Information. <br />Projects receiving TE funds are usually <br />identified for the first three years of the four- <br />year STIP cycle, while the funding for the <br />last year is retained in a "bucket" for future <br />applications. The bucket amounts indicate <br />anticipated funding for future projects. <br />For more information on Transportation En- <br />hancement, ca11503-986-3528, or go online: <br />http://e og voregon.gov/ODOT/HWY/LGS/e <br />nhancement.shtml. <br />Transportation Safety <br />This program is managed by ODOT's <br />Transportation Safety Division (TSD). <br />Their mission is to reduce the number of <br />transportation-related fatal and serious in- <br />jury crashes. The funds are provided as seed <br />money, funding innovative programs for up <br />to three years. Subsequently, grantees are <br />expected to assume funding responsibilities. <br />TSD contracts with organizations and ser- <br />vice providers for various public informa- <br />tion/education and training programs. These <br />programs include motorcycle training, po- <br />lice agency coordination and training, child <br />safety seat information, and high school <br />safety education programs. In addition, <br />TSD develops and implements statewide <br />safety programs, including but not limited <br />to, roadway safety/work zone safety, im- <br />paired driving, speed control, youth safety <br />issues, community development, safe routes <br />to school, and occupant protection. <br />TSD also develops a long range plan, the <br />Transportation Safety Action Plan (TSAP), <br />in conjunction with local partners and agen- <br />cies. The TSAP serves as a long-range <br />guide for safety projects, and guides annual <br />development of the Performance Plan. The <br />TSAP, in combination with the Performance <br />Plan, fulfills the federal requirement that <br />states develop a Statewide Strategic High- <br />way Safety Plan. The TSAP is the long- <br />range plan; the Performance Plan includes a <br />listing of safety projects developed by the <br />Highway Safety Engineering Committee to <br />implement the Highway Safety Improve- <br />ment Program (HSIP). The <br />program is established under authority of <br />SAFETEA-LU and funds grants and awards <br />to allow projects and activities in the follow- <br />ing topical areas: <br />• Education <br />• Engineering <br />• Enforcement <br />• Encouragement <br />• Evaluation <br />Each year, TSD produces a Transportation <br />Safety Performance Plan (Performance <br />Plan) that identifies the major safety prob- <br />lems in the state. The plan suggests coun- <br />termeasures to address the problems and <br />lists projects selected for funding. <br />Program activities are divided into two gen- <br />eral groups: infrastructure improvement and <br />non-infrastructure projects. The program is <br />federally funded, but is guided by state stat- <br />ute, which also requires that the program re- <br />side in the Transportation Safety Division. <br />Page 24 <br />
