DRAFT 2010-2013 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM <br />prioritized based on crash history, SPIS <br />ranking, and benefit/cost ratio of adding se- <br />lected features. Site-specific safety im- <br />provements are frequently combined with <br />other projects, such as preservation, bridge, <br />or operations. Sometimes a safety im- <br />provement may even be incorporated into a <br />modernization project, such as a truck- <br />climbing lane or passing lane in crash-prone <br />locations. <br />For more information about the Safety Pro- <br />gram, call 503-986-3572, or go online: <br />http://www.oregon. Gov/ODOT/HWY/TRAF <br />FIC-ROADWAY/highway safety pro <br />gram.shtml. <br />Scenic Byways <br />TEA-21 established funding for projects <br />along highways designated as National Sce- <br />nic Byways, All-American Roads, or State <br />Scenic Byways. FHWA administers this <br />program and requests applications once a <br />year. The State of Oregon designates scenic <br />roads according to prescribed criteria in <br />OAR 734. The ODOT Statewide Scenic <br />Byways Program Committee oversees Ore- <br />gon'sparticipation in this national program. <br />Scenic byways projects must compete for <br />funding at the national level, so there is no <br />assurance that a project will be selected. <br />Scenic byways projects, therefore, do not <br />appear in every STIP cycle. <br />For more information, go to the Scenic By- <br />ways Program website at: <br />http://www.ore og_n.gov/ODOT/HWY/SCEN <br />ICBYWAYS/index. shtml <br />Transportation Enhancement <br />The Transportation Enhancement (TE) Pro- <br />gram is a statewide federal-aid program that <br />provides reimbursement funds for a variety <br />of projects. Recipients must apply for these <br />funds through a competitive application <br />process or may seek urgent consideration <br />through the "Director's Discretionary Ac- <br />count". Proposed projects for all funds must <br />have a direct relationship with transportation <br />and fall into one or more of the following <br />categories: <br />1. Pedestrian and bicycle facilities; <br />2. Safety and educational activities for pe- <br />destrians and bicyclists; <br />3. Acquisition of scenic easements and <br />scenic or historic sites; <br />4. Scenic or historic highway programs <br />(including tourist and welcome center <br />facilities); <br />5. Landscaping/other scenic beautification; <br />6. Historic preservation; <br />7. Rehabilitation and operation of historic <br />transportation buildings, structures, fa- <br />cilities (including historic railroad facili- <br />ties and canals); <br />8. Preservation of abandoned railway cor- <br />ridors (including conversion and use for <br />pedestrian or bicycle trails); <br />9. Control/removal of outdoor advertising; <br />10. Archaeological planning and research; <br />11. Mitigation to address water pollution <br />due to highway runoff or reduce vehicle- <br />caused wildlife mortality while main- <br />taining habitat connectivity; and <br />12. Establishment of transportation muse- <br />ums. <br />FHWA establishes general project guide- <br />lines for enhancements. Local government <br />and public representatives that serve on an <br />advisory committee with ODOT representa- <br />tives select projects using agreed-upon rat- <br />ing criteria. The applicant must be a gov- <br />ernment agency (local, state, federal, re- <br />gional, or tribal). Private organizations may <br />apply in partnership with a government <br />agency. The TE Program requires non- <br />federal matching funds of at least 10.27%. <br />A scoring advantage is given to projects that <br />fit the TE focus areas adopted for each fund- <br />Page 23 <br />
