i <br /> Martin Luther King Jr. Parkway -The new Parkway will connect at Pioneer Parkway/Harlow <br /> Road and run northward to Beltline Road. The project is under construction and is expected <br /> <br /> j to be completed in October, 2006. The total estimated project cost is $9.3 million ($5.2 <br /> ' million Lane County CAPP funds, with $4.1 million developer contribution and City right- <br /> of-way participation). <br /> Jasper Road Extension (County Project) -This project is a Lane County project, and appears <br /> j <br /> in their CIP. The road will connect Main Street to Jasper Road through the Natron area. The <br /> project is to be completed in two phases. The initial construction was completed last year, <br /> from Main St. to Daisy St. The second phase will connect a rural standard road from Daisy <br /> St. to Jasper Road at a cost of approximately $2.5 million. Construction may start as early as <br /> Fal12006, when all wetland and right-of--way issues have been satisfied. <br /> South 42°d Street Improvement, Main Street to Jasper Road -The City recently received <br /> jurisdiction of this section of former State Highway and has xeceived payment of $4.125 <br /> million from ODOT to pay for full improvement of the road. The project has been divided <br /> into two phases; Mt. Vernon Road to Jasper Road as phase 1 and Main Street to Mt. Vernon <br /> Road as phase 2. Phase 1 of this project was completed in 2005. The balance of the project is <br /> scheduled for construction in 2006. <br /> The 2007-2011 CIP focuses primarily on funding and completing previously listed projects. <br /> We continue to utilize substantial Surface Transportation Program dollars for street projects, <br /> including the second phase of 21St Street Reconstruction {sheet IV-26) in 2006, 69th Street <br /> Reconstruction (sheet IV-16) in 2006/07, and Pioneer Parkway Overlay (sheet IV-14) in <br /> 2007. Funding made available through the local gas tax continues to fund progress in street <br /> restoration and preservation work in the Street SeaUOvexlay program (sheet IV-13). <br /> In the 2007-2011 outlook, we continue to program sewer and drainage capital funds and <br /> sewer SDC funds to enable a number of projects. We continue to produce an annual program <br /> of both Sanitary Sewer Repair {sheet IV-1) and Drainage Repair {sheet N-4) throughout the <br /> ~ City. Progress continues on the Sewer Wet Weather Peak Flow Abatement (sheet N-2), MS4 <br /> Permit Requirements (sheet IV-6), and we are nearing completion of both the Stormwater <br /> Facilities Master Plan {sheet IV-9) and the Sanitary Sewer Master Plan (sheet IV-21). These <br /> ~iI projects help deliver the City's obligations to address stormwater quality, permitting and <br /> threatened fish impacts. The Jasper Road Sewer Extension (sheet I-9) has returned to this <br /> year's CIP, with funding programmed for construction in later years. And the fmal new <br /> project in this CIP is the 48~' Street Connection, Main to Daisy {sheet V-6), which provides a <br /> transportation link in the latex years of the Plan. <br /> FINANCING <br /> The total cost of the projects included in the 2007-2011 CIP is $65,760,246. Several <br /> different funding sources are being used to finance improvements, including sewer user fees, <br /> system development charges, State and local gas tax revenues, Lane County Road Fund <br /> transfers, Booth-Kelly Reserve, grants and capital bonds. <br /> <br />
