This <br /> program provides a list of public facilities such as street paving, sewer installation,. and traffic <br /> <br /> j - safety projects that are programmed for funding for construction in the next five:yeazs. These <br /> capital improvements are aimed at improving neighborhoods, providing for economic <br /> growth; improving traffic safety, complying with environmental standards, and maintaining <br /> the existing city infrastructure. Springfield's CIP is a five-yeaz plan for funding and <br /> construction of the City's public facilities that is updated annually. <br /> The City's final commitment to spend public funds occurs in the annual City budget process. <br /> _ Capital projects actually budgeted each yeaz usually vary somewhat from those proposed in <br /> ' the CIP. <br /> PROJECT SELECTION <br /> The projects that make up this yeaz`s Program were selected from a long list of capital <br /> improvements needed by the City and developed for the most part from adopted plans that <br /> have a long history of public involvement. Other projects came directly from residents <br /> seeking to improve their neighborhoods or to provide opportunities for growth and <br /> development. The Metro Plan, neighborhood plans and studies set standards to guide the <br /> overall growth of Springfield, and underscore the importance of efficiently providing the key <br /> urban services, such as sewers, which are needed for urban living. <br /> The public input process for the CIl' was started in November when citizens, organizations, <br /> and City staff were asked to suggest projects for consideration in the CIP. Also, the Planning <br /> Commission and City Council held public meetings to gather public input and provide <br /> direction to staff. <br /> The CIP reflects projects for which funding is proposed to be programmed from expected <br /> revenues over the next 5 years and does not reflect projects that have already received <br /> funding and/or are currently fully funded in the adopted capital budget.
