Building Codes Program Receives Excellent Insurance Service Office Rating: Every five years, the Insurance <br />Service Office (ISO) performs a review of Eugene's efforts to properly enforce state building codes. ISO evaluates <br />communities across the nation and serves the insurance marketplace with statistical, actuarial, underwriting, <br />claims data, loss control, and premium audits. <br />The evaluation is extensive and includes a review of staff credentials and experience, plan <br />review and inspection procedures, training, and the use of technology. ISO assigns a grade <br />ranging from 1 (exemplary building-code enforcement) to 10. Eugene received a grade of 2; no <br />jurisdiction in Oregon received a higher grade out of the 47 evaluated. Out of nearly 9,000 <br />communities evaluated nationally, only six have a grade higher than Eugene. <br />k ___ <br />`._j <br />These classification grades are used by insurers as advisory material for underwriting and rate-setting. The <br />presumption behind this is that municipalities with well-enforced, up-to-date codes should demonstrate better <br />loss experience, and insurance rates can reflect that. <br />SAFETY ~ SECURITY IMPROVEMENT PROGRAM (SSIP) <br />The Safety & Security Improvement Program (SSIP) was created within the Risk Fund to assist departments in <br />taking immediate action to control or prevent potential exposures to loss. The types of losses include employee <br />injury, theft or damage to City property and situations that could contribute to claims against the City. Requests <br />describing situations that could affect many employees and/or could have extreme consequences to the <br />organization receive funding priority. The SSIP is administered by the Facilities Board. Division Managers review <br />the requests and submit them to the Facilities Board through the department's Facility Board member. The <br />Facilities Board will recommend approval of requests that meet the SSIP criteria to the Risk & Benefits Manager <br />who will approve the requests <br />depending on the availability of funds. <br />HOW SAFETY & SECURITY IMPROVEMENT FUNDS ARE Risk Services will notify the appropriate <br />SPENT.- Risk Services has allocated over $66,000 department when requests are approved <br />over the past five years for loss prevention and security improvement and authorize the department to make <br />measures.
