OVERVI E1oV <br />Risk Services is responsible for the management and administration of the <br />City's insurance programs including Liability, Workers' Compensation, Property, <br />Unemployment Insurance and Employee Benefits, from policy development and <br />financial management to premium payment and employee communication. <br />The City self-insures and self-administers most liability exposures. In FY07, the <br />City's self-insured retention was $500,000 per claim. <br />The workers' compensation program is also self-insured up to $500,000 per <br />claim. Claims are administered by a third party administrator (TPA). <br />The City purchases property insurance coverage and in FY06 had a $25,000 <br />deductible per claim. <br />Risk Services also recovers money for damage to City property or injury to City <br />employees caused by members of the public. In addition, the City's Emergency <br />Management Program is part of the Risk Services Division. Many of the Risk <br />Services programs, such as unemployment insurance, workers' compensation, <br />safety, and emergency preparedness are required by federal or state law. The <br />City's award-winning Health and Fitness Program is a part of the benefts <br />program but also provides occupational health services. <br /> <br />SERVICES TO THE ORGANIZATION <br />Risk Services staff provide the following services to the organization: <br />• Internal consulting services for departmental staff on preventing and controlling risks, including risk <br />assessments and policy development for projects, activities, and operational liability exposures; <br />• General/auto liability, property and unemployment insurance claim administration; <br />• Marketing, purchasing, and administration of property, excess liability, worker's compensation and <br />other miscellaneous insurance policies and bonds; <br />• Administration of the Recovery Claims Program. Funds recovered for damage to City property are <br />returned to the departments; <br />• Review of City contracts for insurance requirements and indemnification language; <br />• Employee and supervisory training on risk related topics, including tort liability, workers' <br />compensation, loss control, employee safety, and emergency response; <br />• Management of the City's emergency preparedness activities including development and <br />maintenance of the City's Emergency Management Plan, and planning and evaluation of .emergency <br />exercises and preparedness; <br />• Administration of the City's occupational health program, including OSHA mandated hearing <br />conservation and blood borne pathogen programs, and the City's physical exam program; <br />• Administration of the City's Workers' Compensation Program, including coordination of modified duty <br />assignments and physical rehabilitation programs for. injured workers; <br />1 <br />• Loss control consultative services for employee safety and environmental issues including <br />management of the OSHA mandated Hazardous Communication Program;. <br />2 <br />
