<br />EMPLOYEE BENEFITS <br />Health Insurance <br />' ~~ ~ The average cost of health insurance per <br />'~ employee rose 6% in FY07 which is the third <br />year in a row that the City has seen <br />moderate health insurance cost increases. <br />:~. ` This reflects a national leveling of health <br />plan costs, although the medical inflation <br />rate is still much higher than the general inflation rate. <br />Overall medical inflation, increasing prescription drug <br />costs, an aging workforce and a large enrollment of <br />retired employees remain key factors in continuing to <br />drive the health plan costs upward. The City now self- <br />insures all health plans offered to City employees, in <br />an effort to reduce costs. ODS Health Plans, Inc. <br />administers the City's self-insured plans. <br />Large Claims: The City self-insures the first $100,000 <br />of each medical claim. The City purchases "stop loss" <br />insurance for claims which exceed $100,000. The City <br />pays all claims, even those over the stop loss amount and <br />is then reimbursed by the insurer. Does not <br />include claims cost exceeding the City's $100,000 <br />self insured retention. <br />Wellness: Maintaining or improving the health of plan <br />members is one of the City's key long term strategies to <br />reduce future health care costs. The City's Health and Fitness program contributes to our efforts to control <br />health care costs by offering employees and their dependents health risk appraisals along with a variety of <br />programs that focus on prevention, nutrition, fitness and risk reduction for heart disease, diabetes and cancer. <br />FY07 Wellness Initiative: The Executive Managers authorized the Benefits Study Group to design and <br />implement a Wellness Initiative to enhance wellness services for all those covered under the City's health <br />plans. The Benefits Study group is made up of representatives of all employee groups. The FY07 Wellness <br />Initiative programs included: <br />Monthly Wellness Education Classes -Two classes each month on various health topics, taught by <br />Cascade Health Solutions. Topics included Osteoporosis, Behavioral Change, Depression and <br />Seasonal Affective Disorder, High Blood Pressure, Diabetes and Cholesterol. <br />eDocAmerica and Registered nurse Advice Line -allow members of the City's health plans to email <br />a board certified physician or psychologist or call a registered nurse to receive confidential answers to <br />their healthcare questions. Services include access to a Health Information Library and health risk <br />appraisal. These programs are available on a trial basis through ODS. <br />flew Fitness Equipment in Cify Facilities -Eugene Police Department; LRCS Echo Hollow; PW <br />Engineering; PW Airport. <br />Healthy Mouth, Healthy Body - An ODS program that enhances dental benefits in order to improve <br />overall health. The program includes an additional or early dental cleaning for members with diabetes <br />and pregnant women in their third trimester. In addition, it covers brush biopsies and ViziLite to help <br />identify oral cancer <br />Heel Bone Density Scans - to help identify those at risk for osteoporosis. The scans. were offered in <br />conjunction with the "Osteoporosis and Bone Building Strength" Wellness Education Classes. <br />18 <br />
