'~;a•.~:, .,~ City of Eugene <br />.. „.. <br />- - '`~"~~ FY07 RISK REPORT <br />Essential Job Function Analysis Project <br />The Workers' Compensation Program has been working with a consultant over the past two years to develop <br />essential job function analysis for various City positions. An essential job function analysis (EJFA) outlines the <br />physical and mental requirements of a job, as well as the working conditions. <br />In the first phase of the project, EJFAs were developed for more than 70 jobs. The jobs chosen for the first <br />phase were jobs that have a higher rate of injury and those that are more physically demanding. The second <br />phase of the project will start in the latter part of 2007. <br />These EJFAs are provided to injured employees' doctors to assist them in determining when an employee can <br />return to work. In partnership with Human Resources, the EJFAs are now being used to develop more specific <br />pre-employment physical exams which will assist the City in hiring employees who are physically able to <br />perform the jobs for which they have applied. <br />SAFETY & LOSS <br />CONTROL SERVICES z~ <br />OSHA Recordable Injuries <br />The City of Eugene is required by 200 <br />law to follow OSHA ~~ <br />Recordkeeping Guidelines by <br />tracking and reporting ~~ <br />~ ~ _ `. `~' recordable injuries to the State. <br />~: ~,~. -~ <br />OSHA Recordable injury eo <br />statistics are included in <br />workers' compensation data, but not all workers' 0 <br />compensation claims will be classified as an OSHA <br />injury. One reason for the City of <br />Eugene's DART rate continues to be higher <br />than the Oregon Public Sector rate as well as <br />state and national rates is that many of the <br />other reporting entities do not have Fire/EMS <br />or Police departments included in their <br />statistics. Fire/EMS and Police personnel <br />typically incur a higher number of work related <br />injuries due to the hazards inherent to these <br />.jobs.
