"The goals of the study were to obtain <br />valid and reliable information from residents on the quality of life in Eugene, community <br />priorities and values, and the quality of services provided by the City. The study captures <br />residents' opinions about city government, public safety, economic opportunity,, growth, and <br />satisfaction. <br />OSRL planned, pretested and implemented a telephone survey of 401 randomly selected Eugene <br />households in November, 2004. This report summarizes the survey methodology and results. <br />How to Use This Report <br />This report offers multiple levels of reporting to allow readers. to quickly access the type of <br />information they will find most useful. The sections are: <br />• Executive Summary, which offers a brief overview of the survey findings. <br />• Survey Methodology, which gives an in-depth description of the survey design and <br />methodology, sample information, and characteristics of the respondents. <br />• General Summary, with expanded coverage of the survey results using graphics and text. <br />• Survey Instrument, with frequency results imbedded in the survey instrument. <br />Note: This survey has a 5% margin of error, so differences of 5% or less are not statistically <br />significant and thus do not necessarily demonstrate actual differences or year-to-year changes. <br />OREGON SURVEY RESEARCH LABORATORY, UNIVERSITY OF OREGON <br />CITY OF EUGENE, FEBRUARY 2005 <br />Page 1 <br />
