Fec~era~Priorities 2007 Executive Summary <br />Executive Sumllnary <br />... _ <br />I TRANSPORTATION <br />West 11t" Avenue Transportation Corridor Study <br />Funding in the amount of $500,000 is sought for an integrated transportation corridor study of <br />West 11th Avenue from Willamette Street to Greenhill Road. West 11th Avenue is a major <br />transportation corridor within the Eugene-Springfield metropolitan area and is a critical link in the. <br />broader transportation system connecting the Interstate 5 corridor to the Oregon coast, the <br />growing :city of Veneta, -and West Eugene. With the recent recommendation of a no-build <br />alternative and the removal of the West Eugene Parkway from the Statewide Transportation <br />Improvement Program. (STIP), .West 11th Avenue. will become an even more critical <br />transportation corridor. The. West 11th Transportation Corridor Study would be a collaborative <br />process with Lane Transit District, Oregon Department of Transportation, Lane County, and <br />Lane Council. of Governments. <br />' ~ Franklin Boulevard Corridor Study <br />The City of Springfield seeks. $1.5 million to fund required environmental documentation and to <br />complete preliminary design for the Franklin Boulevard urban standards upgrade projecf in <br />Glenwood. The project will include increased capacity, bicycle and pedestrian facilities, <br />improved intersection configurations, provision for EmX bus rapid transit, underground utilities, <br />and street amenities. The project is essential to the success of the Glenwood Riverfront <br />Redevelopment Area. <br />_, <br />McKenzie Highway -Bob Straub Parkway Intersection Planning <br />The City of ,Springfield seeks $2 million to fund required environmental documentation in order <br />to reach a preferred alternative for the intersection of Oregon Highway 126 (Springfield's Main <br />Street) and Bob Straub Parkway. This is an important regional location already suffering peak- <br />hour congestion, and funds are needed for preliminary design and right-of--way acquisition to <br />,, develop the improvement project. <br />Pioneer Parkway EmX <br />' Lane Transit District (LTD) seeks $29.6 million in Federal Transit Administration (FTA) "Small <br />~. Starts" funds to design and construct the .Pioneer. Parkway EmX. EmX is the name. given to <br />LTD's bus rapid transit system. EmX is a rubber-tired system that uses exclusive transit lanes, <br />signal priority, off-board fare collection, special vehicles,. and other. transit priority techniques to <br />emulate light rail. The first EmX line, the Franklin EmX, began operations in mid-January 2007. <br />Pioneer Parkway EmX will be an extension of the Franklin EmX from downtown Springfield into <br />the rapidly growing Gateway area of north. Springfield.. This project is authorized in the "Small <br />Starts" category in SAFETEA-LU. <br />Alternatives Analysis for Third EmX Corridor <br />~' Lane Transit District (LTD) requests $500,000 to conduct Alternatives Analysis for the third EmX <br />corridor. The firsf EmX line, the Franklin EmX, is in service. Pioneer .Parkway EmX, a <br />Springfield extension of the Franklin EmX, is expected to be in service in 2010.
