Fec~era~Priorities 2007 - Community Deve~o~ment
_.
~' `,
(STEP) system that :will pump liquid effluent -from the tanks through pressurized pipes to the
treatment system. Treatment .will be by a Membrane Bio .Reactor. (MBR) system, with added
filters to reduce nitrogen content of the effluent. The resulting effluent will exceed state
standards fior Level VI discharge, .allowing. it to be used for all non-potable water uses. Coburg
will install a reclaimed water reuse system when the collection system is installed. As the
system comes on line, Coburg will be able to use reclaimed
water to irrigate city parks, the .school, and other large
landscaped areas. Residents of Coburg would also be-able to
access the system if they wished: As the city expands, this
reuse system could also expand. Eventually, Coburg expects
that nearly. all of its wastewater discharge would be used to
irrigate in .the- .city. during irrigation season. At other times,
Coburg will route its discharge through reclaimed and
enhanced wetlands to discharge to Muddy Creek, a small
stream flowing adjacent to Coburg.
The Coburg Wastewater Reclamation System will enable Coburg to -end -its contribution to
groundwater contamination, remove the major barrier to appropriate population and economic
development, reduce the city-wide use of potable water from the city wells, .and create important
environmental enhancements to the area. This innovative approach solves many problems and
should contribute to the advancement of efforts for the environmentally important progress of
water recycling and reuse programs.
The consulting engineer projected cost for the system is $15,960,000 (2008 dollars).
j
Treatment $6;000,000
Collection System $6.820,000
Reclamation and Other $3,140,000
Total $15,960,000..
I ~ '
Coburg's Needs
In addition to the $4 million requested here, Coburg seeks Congressional support for funding
~ from the following: ~
~ ,.
• Environmental Protection Agency State and Tribal Assistance Grants (STAG) program for
both FY 2007 and FY 2008 ~'
• Authorization to participate in the Bureau of Reclamation Title XVl Water Reclamation and
Reuse Grant program -
i
• Agriculture Appropriations Subcommittee report language encouraging USDA-Rural
Utilitie rvi r i
s Se ce to ov de rants and loans to the Cit of Cobur ~~
I!
