City of Coburg seeks $4 million in federal support to construct a Wastewater Reclamation <br />System. The requested federal support will be combined with other grants and -loans to support <br />construction of a $16 million Wastewater Reclamation System to serve .the City of Coburg. <br />Coburg's new..Wastewater .Reclamation System includes a collection, treatment, and water <br />reclamation system designed: to end Coburg's contribution to groundwater contamination and <br />accommodate Coburg's_ projected population .growth and increased regional employment <br />potential <br />Background <br />The City of.Coburg .has just over 1,000 residents and over.3,000 employees who commute to <br />the small community each day. Coburg is one of the few cities in Oregon that-still lacks a city <br />wastewater system. Coburg has grown to become a regional employment base despite its lack <br />of a wastewater system, but Coburg's future depends on building a Wastewater Reclamation <br />System. <br />In 2003, the Oregon Department of Environmental Quality (DEQ) found significantly high levels <br />of nitrate contamination in groundwater"downstream" from Coburg. In 2004, the Oregon DEQ <br />declared Coburg and surrounding areas to be in a Groundwater Management Area. Coburg <br />and the agricultural community surrounding Coburg are working with the DEQ to protect and <br />improve the region's groundwater. For Coburg, the most important step is to develop a <br />Wastewater Reclamation System, end its contribution to contamination, and help ensure a <br />healthy and safe environment. Anew Wastewater Reclamation System will also allow <br />economic expansion and population growth.. <br />,\ : The pressure to grow has had a significant impact on_the scope and design of Coburg's <br />Wastewater Reclamation System. As a part of the statewide land use .planning process, new <br />population forecasts were developed for Coburg. As a result, the 20-year population projections <br />for Coburg nearlydoubled.. To help with drinking water protection, Coburg annexed a large RV <br />park and motel to the east of Interstate 5 Anew recreational vehicle manufacturer announced <br />plans to begin development of a manufacturing facility in Coburg. Coburg is prepared to <br />accommodate additional economic and residential growth, but the cost of a $16 million <br />Wastewater Reclamation System will be verydifficult for a cityof 1,000 people. <br />project Description <br />Coburg has no wastewater system. Development of Coburg's Wastewater Reclamation System <br />requires the construction of a completely new collection and treatment system. Coburg is taking <br />advantage of technological developments to combine several components of proven technology <br />to create an innovative system that will produce the cleanest possible water as discharge, and <br />will then use that clean water for in-city irrigation and wetlands/habitat enhancement. <br />Coburg's collection system will involve the installation of new, leak-proof septic tanks.
