The overall intent of PPOR into provide a guide to mobilizing and prioritizing evidence-
based prevention efforts. PPOR provides a standardized process for the community to identify
gaps in the system and to make recommendations for action. As the population-based PPOR 1
approach was applied to Lane County's excess mortality, it became evident that all soci- ~
economic, age, and education-level groups had unacceptably high rates of fetal-infant mortality.
Because high fetal-infant mortality exists :across all groups in .this community,: an individual
case-finding approach must also be added to the investigation of fetal-infant mortality in order o
clarify causes and address the: challenges. Fetal and Infant Mortality Review (FIMR) is such an
approach. `~
PPOR and Fetal-Infant Mortality Review. The proposed complementary project (FIMR) would
strengthen the community's efforts to address high fetal infant mortality by providing staff to ~
research and compile individual fetal-infant mortality case findings, organize and facilitate
:I multidisciplinary case- reviews, and assist in community analysis of case findings. Additionally, ~~
funded staff would coordinate the efforts of the three community-driven task-force groups who ~ ~
are charged with a comprehensive review of fetal-infant mortality in Lane County.
The Center for Disease Control and Prevention explains the process:
~,
"Fetal and Infant Mortality Review (FIMR) is a process by which a multi-
disciplinary community team is brought together to examine individual cases of
~~ _ infant and fetal. deaths in an effort to identify critical community. strengths and
weaknesses as well as unique- health/social issues associated with poor
outcomes. The FIMR case review team makes recommendations for new
policies, practices, and/or programs to improve community systems, when
appropriate. Community leaders representing government, consumers, key
institutions, and health 'and human services organizations serve on the
community action team, which reviews recommendations, prioritizes identified
issues and desi ns and im lements interventions.
