Code includes a table of required street widths for <br />various types of streets, and specific right-of-way <br />requirements for arterial and collector streets are <br />designated on an adopted right-of-way map. <br />In 1993, the City council adopted a new Street <br />Right-of-Way Map and updated code revisions, to <br />reflect the anticipated needs for street right-of-way <br />based on the adopted TransPlan and other official <br />transportation plans and policies. The Street Right- <br />of-Way map is used to determine setbacks for <br />development along designated streets, as well as <br />additional right-of-way to be acquired by the city or <br />dedicated by property owners when they develop <br />their property adjacent to certain streets. <br />This Arterial and Collector Street Plan includes <br />design standards that will affect the right-of-way <br />needs on some streets. The Appendix to this docu- <br />ment contains a list of major streets for which right- <br />of-way requirements would change. The changes to <br />the code and Street Right-of-Way Map will be <br />adopted along with final adoption of the Arterial <br />and Collector Street Plan. <br />Applicability of ACSP to County and <br />State 1Zoad5 <br />Some of the roads and streets within the Eugene <br />urban growth boundary are under the jurisdiction of <br />Lane County or the State of Oregon. The street <br />classification, right-of-way, and design standards <br />included in this Arterial and Collector Street Plan <br />are intended to apply to City of Eugene streets and <br />roadways, and they have limited applicability to <br />State or County roads, as follows:. <br />• Street classifications and right-of-way needs <br />are intended to be in agreement with those <br />adopted by Lane County and the State of Or- <br />egon. In case of any difference between the <br />classification or right-of-way needs shown on <br />the maps in the ACSP and those adopted by <br />other agencies, the agency with jurisdiction over <br />a particular road will have the final authority. <br />• The design standards and guidelines included <br />in the ACSP are to be considered advisory only <br />rather than mandatory in their application to <br />improvements on any County <br />or State road. <br />• The role of the City in <br />reviewing proposed develop- <br />ment, access, or improve- <br />ments on County and State <br />roads is governed by separate <br />intergovernmental agree- <br />ments.
