ORDINANCE NO. 20181 AN ORDINANCE CONCERNING ARTERIAL AND COLLECTOR STREETS; AMENDING SECTION 9.045 OF THE EUGENE CODE, 1971; REPEALING THE STREET RIGHT-OF-WAY MAP ADOPTED BY ORDINANCE NO. 19922 AND ADOPTING THE NOVEMBER 1999 STREET RIGHT-OF-WAY MAP; ADOPTING THE NOVEMBER 1999 EUGENE STREET CLASSIFICATION MAP; AND ADOPTING THE NOVEMBER 1999 EUGENE ARTERIAL AND COLLECTOR STREET PLAN AS FINDINGS. The City Council of the City of Eugene finds that: A. The 1986 TransPlan adopted by the City Council is the current long-range '' i' transportation plan for the Eugene-Springfield area and is the basis for the transportation elements in the adopted and acknowledged Metro Plan. B. In Eugene, as in other cities, a large portion of the public right-of--way is devoted to transportation facilities such as streets, sidewalks, bikeways, and access ways used by automobiles, trucks, transit vehicles, bicycles, and pedestrians. C. In order to ensure the safe and efficient use and operation of each of these facilities and the judicious use of the public right-of--way, City staff has developed the Eugene Arterial and Collector Street Plan , a copy of which is attached as Exhibit C, hereto. The Eugene Arterial and Collector Street Plan is consistent with adopted City policy, and has been reviewed by and recommended for approval by the Eugene Planning Commission. D. Included as a component of the Eugene Arterial and Collector Street Plan is a map entitled November 1999 Street Classification Map that depicts the classification of major streets within the Eugene Urban Growth Boundary, that is consistent with TransPlan and the Metro Plan, and implements the goals and policies contained therein. The classification of streets into Major Arterials, Minor Arterials, Major Collectors, and Neighborhood Collectors represents a reasonable basis for classification, and the criteria to be used in determining the specific widths for right-of--way and paving, and provides reasonable guidance to the public, Council, and City administrative staff. Local Streets, as described in the Eugene Local Street Plan, are shown on the November 1999 Street Classification Map for purposes of general context, but Local Streets are not being classified herein. The November 1999 Street Classification Map attached as Exhibit A hereto should therefore be adopted, and to the extent any conflict exists with the Eugene Local Street Plan, the descriptions in the Eugene Local Street Plan should control.
