Assessment Worksheet for City of Eugene Environmental Review Project <br />Please read this tab first to help you better understand how to make the best use of this simple, instructive tool. <br />The basic purpose of this Assessment Worksheet is to provide an initial screening-level estimate of the potential for City of Eugene (City) <br />activities to affect the overall natural environment, habitats, and spedes listed under the Endangered Species Act (ESA). The Worksheet is <br />intended to provide initial focus as to the steps the City should take to identify and manage activities that may effect the overall <br />environment, habitat, and ESA-listed species. No individual activity is examined in detail. Therefore, the Worksheet should not be solely <br />relied upon for conclusions or decisions regarding impacts of City activities on the environment. Also, the Worksheet should not be used to <br />determine the potential for "take" as defined under the ESA. Such determination should rely on appropriate consultation with National <br />Marine Fisheries Service (NMFS) and U.S. Fish and Wildlife Service (USFWS), who are the agencies responsible for administering the ESA. <br />This Assessment Worksheet includes the following tabs: <br />Master Information Table This tab contains detailed descriptions and data on City activities. The data <br />includes information on the frequency and duration of activities and estimates <br />of environmental effects. The categories and methods used to derive these <br />estimates are explained in other tabs. <br />Standard Categories List This tab contains descriptions on the types of environmental effects <br />considered in the assessment. These include effects related to <br />consumtion of materials and energy, waste generation, and alterations <br />to the natural environment. <br />Rating Factors This tab provides definitions and assumed values for potential <br /> environmental effects scores, overall environmental effects classes, <br /> drainage area ESA sensitivity ratings, and ESA relevance categories that <br /> are used in the Master Information Table to estimate and rate the <br /> potential effects of City activities. <br />Overall Effects Classes .This tab provides a frequency distribution of overall environmental <br /> effects scores, and summary conversion tables that the Master <br /> Information Table uses to compute the Overall Environmental Effects <br /> Class for each activity. <br />Habitat Effects Classes This tab provides a frequency distribution of habitat effects scores, and <br /> summary conversion tables that the Master Information Table uses to <br /> compute the Habitat Effects Class for. each activity. <br />Overall Effects Summary This tab provides a summary of those activities that rate as having the <br /> highest potenfial negative and positive overall environmental effects. <br />Habitat Effects Summary This tab provides a summary of those activities that rate as having the <br />highest potential negative and positive habitat effects. <br />Salmon ESA Summary This tab provides a summary of those activities that rate as having the <br />highest potential negative and positive relevance to ESA-listed salmon. <br />Terresfrial ESA Summary This tab provides a summary of those activities that rate as having the <br />highest potenfial negative and positive relevance to ESA-listed terrestrial <br />species. <br />Acfivity Rating Summary This tab provides a summary of all activities and their various effects <br />ratings. This tab is particularly useful for sorting exercises that can be <br />used to evacuate and prioritize activities for possible management follow- <br />up or actions. <br />
