Capital. Budget Highlights <br />Airport <br />Airport security will continue to be an extremely high priority in FY08. The new Baggage <br />Screening project will design and construct an addition to the terminal to the west of the <br />current baggage areas and remove the TSA baggage screening function from public view and <br />place it "behind the scenes" along with four Reveal CT-80 baggage screening machines. Other <br />projects like the Air Cargo Ramp Project and the Hollis Taxilane Extension will increase the <br />capacity, efficiency and safety at the Eugene Airport. <br />Parks and Open Spaces <br />With the passage of a $27.5 million bond measure in November of 2006, FY08 will be the first <br />.full year of implementation of proj ects associated with the new bond. The bond focuses on <br />acquisition of new properties, with over $20.0 million of the total bond measure allotted for <br />that purpose. Additional projects to be funded include partnering with 4J and Bethel School <br />Districts to build new artificial turf playing fields, and provide for turf replacement of existing <br />jointly managed fields on 4J property. Another partnership project that is partially funded with <br />bond dollars is development of the West Eugene Wetland Education Center along with other <br />federal and local agencies. <br />FY07 marked the substantial completion of the implementation of projects associated with the <br />1.998 Parks and Open Space bond measure. There are a few remaining projects from the 1998 <br />bond measure scheduled for completion in FY08 .including: <br />^ Friendly Park in South Eugene <br />^ Walnut Grove Park in River Road <br />^ Delta Ponds Boardwalk in Willakenzie <br />Other park development and acquisition is funded by Parks System Development Charge <br />(SDC) revenue. SDCs cannot be used for preservation and maintenance of existing facilities. <br />SDCs are paid for by new residential development, and are, therefore, meant to fund capacity <br />enhancement projects. The Public Works Rates Advisory Committee has recently completed <br />its review of the methodology for Parks SDCs and Council is considering a new methodology <br />in early 2007. Ferndale Park in Santa Clara and a small neighborhood park in Bethel will <br />begin the planning and design process in FY08 with SDC funds. SDC funds may also be used <br />to supplement the budgets of projects identified for bond measure funding if the projects meet <br />the criteria for SDC expenditures. <br />Transportation . <br />The City's projected backlog of pavement preservation projects continues to be a significant <br />issue. The proposed FY08 budget for preservation projects is $4.2 million, funded from a <br />combination of resources from the Transportation Utility Fund and the reimbursement <br />component of transportation system development charges. <br />In January 2007, the city council agreed to form a council subcommittee, comprised of four <br />councilors, to study transportation funding options and to bring back within three months a <br />recommendation for a solution or solutions meeting certain specific criteria to adequately fund <br />the transportation system.
