Capital Budget Highlights <br />City Hall Complex <br />Deciding on a vision for the future of Eugene's City Hall complex is an ongoing priority for the <br />Council. While there are no capital funds included in the FY08 Capital Budget, the FY2008- <br />2013 Multi-Year Financial Plan and the FY2008-2013 Capital Improvement Program include <br />the City Hall renovation or replacement as an unfunded project in 2010. <br />The City Hall Complex Master Plan builds on previous efforts°'to provide safer, more efficient <br />public spaces. The 2001-2002 Council Goals included an action priority to "Develop a <br />.strategy and implementation plan for City downtown office and public safety facilities." There <br />were two specific implementation items: develop a funding plan and timeline for relocation of <br />the downtown Fire Station #l, and relocation of Police Department employees located in the <br />basement of City Hall. Both of these items were completed in FY05. <br />In spring 2001, the Council directed the City Manager to develop a Downtown City Space <br />Plan, a financial strategy and implementation plan for replacement of City Hall and other <br />downtown City offices.. with one or more new buildings. Two long-term goals identified in the <br />Downtown City Space Plan were construction of a new Police headquarters building and <br />replacement of City Hall. After defeat of a November 2004 bond measure that would have <br />funded components of a Community Safety Building and Civic Street. improvements, the City <br />Council directed staff to initiate the current City Hall Complex Master Plan to address all <br />outstanding City downtown space needs. <br />The Master Plan process began late 2005, when the Council approved the City Hall Complex <br />Priority Issue Action Plan which identified-the--major policy issues to be addressed, the overall <br />description of project phasing, the nature of work to be accomplished, resource needs, and pro- <br />posedproject outcomes. This Policy Advisement Phase of the master plan was completed in <br />November 2005. <br />In mid-2006, Council directed the City Manager to proceed with Phase 2 -the Development <br />Plan phase - of the City Hall Complex Action Plan. This phase of the master plan incorporated <br />abroad community involvement process to develop direction on major policy questions, and <br />culminated in a conceptual design reflecting the scope and location of buildings in a City Hall <br />complex. In late 2006, Council directed that the Master Plan for the City Hall complex focus <br />on a newbuilding at the site of the County's Butterfly Parking lot and adjacent properties. <br />Council initiated the third phase of the City Hall Complex Master Plan in January, 2007. <br />Specific projects to implement the City Hall complex will be identified and designs completed <br />in this third development phase of the Master Plan. It is expected that a combination of <br />internal funding and voter approved general obligation bonds will be required to finance future <br />projects. All three phases of the Master Plan are funded from the Facility Replacement <br />Reserve. <br />37 <br />
