City of Eugene, Oregon <br />Impact of the Budget on Taxpayers <br />Budget Summary <br />The City of Eugene levies its permanent tax rate of $7.0058 per $1,000 of assessed value; <br />although the effective tax rate paid in FY07 is expected to be about $6.89 per $1,000 of assessed <br />value due to the impact of the Urban Renewal Agency valuation and overlapping tax rates. In <br />addition, voters have approved several other levies: <br />The Library Local Option Lew Renewal was approved by voters in May 2002 and became <br />effective July 1, 2003 (FY04). The levy provides $19.6 million over four years to support the <br />City's library system. For FY07, the estimated tax rate for Library Local Option Levy <br />Renewal is $0.50 per $1,000 of assessed value. <br />The Youth and School Services Lew was approved by voters in November 2002 and became <br />effective July 1, 2003 (FY04). The levy, as approved, was to provide $34.5 million over four <br />years to support youth and school based activities. The approved tax rate for the Youth and <br />School Services levy is $0.86 per $1,000 of assessed value. A recent tax court ruling on a <br />challenge to this levy may affect the amount of the tax that can be collected in FY07. The <br />City has appealed the decision. <br />Voters have also authorized issuing debt service bonds that are still being repaid in four areas: <br />(1) In September 1995, $19 million was approved for construction of the Emergency Services <br />Center located at 2nd Avenue and Chambers Street; (2) In November 1998, $25.3 million was <br />approved for Parks and Open Space projects and the debt was issued in two series - $19.0 <br />million in 1999 and $6.3 million in 2004; (3) In May 2002, $8.7 million was approved for <br />construction of a new downtown fire station located at 13th Avenue and Willamette Street; <br />and (4) general obligation0 debt for Airport improvements, but the Airport is repaying that debt <br />out of Airport revenues, so no City taxes are being levied for this debt.
