He opined that the Roosevelt Boulevard extensionprofect was also premature until West Eugene <br />transportation was taken into consideration as a whole. The Beaver Street bicycle path extension he felt to <br />be a very good project. He expressed concern that neighborhood traffic calming projects were as yet <br />unfunded. <br />Charles Biggs, 540 Antelope Way, thanked the committee for having a meeting. He reiterated his concern <br />that consideration of a new public safety building was unwise in the face of a potential lawsuit that could <br />impinge upon the budget. He recommended that the Budget Committee establish a contingency to prepare <br />for that possibility. He was also concerned that the community had done a lot of leveraging. He opined <br />that leveraging was "fine" as long as it paid off in the future, but it seemed that many prof ects were not <br />paying off. He said one should not leverage money one did not have. He commented that every time the <br />City came out with another gas tax or another kind of public utility tax it sent the wrong message. <br />II. ---MINUTESAPPROVAL-January 20, 2005 Meeting - <br />Ms. Rygas, seconded by Ms. Bettman, moved the approval of the minutes from <br />the meeting of the Budget Committee meeting held on January 20, 2005, as <br />amended. The motion passed unanimously, 15:0; Ms. Solomon had not yet <br />arrived. <br />IlI. CAPITAL IMPROVEMENT PROGRAM FI'2006-2011 <br />e -City Manager Taylor stated that staff had made its presentation over the past several meetings. He <br />encouraged the Budget Committee to take action. He noted that the CIP was scheduled to come before the <br />-City Council on February 28 for a public hearing. He welcomed any fiuther suggestions the Budget <br />Committee might have. <br />Mr. Peters, seconded by Mr. Poling, moved to recommend that the City Council <br />adopt the FY06-FYl l Capital Improvement Program incorporating the staff <br />recommended changes. <br />Mr. Kelly, seconded by Ms. Ortiz, moved to amend the Capital Improvement <br />Program to make the following changes: <br />1) To combine. Phase 1 and Phase 2 of the City Hall project into a single <br />unfunded item; <br />2) To restore funding for traffic calming, $30,000 annually, coming <br />-from the General Fund balance available or from the reserve for <br />revenue shortfall; <br />3) To restore $30,000 per year for street lighting, bringing it back to the <br />previous year's level of spending, suggested to come from the <br />General Services for new development budget. <br />Ms. Bettman said she had considered an amendment to combine phases of the City Hall project and to <br />eliminate the timeline, but she had realized there were many unfunded projects in the C1P. She did not <br />think this was "useful" nor would it get to the real issue. She questioned whether the CIP was a planning <br />document or a budget document.
