<br />Mr. Mulligan convened the meeting at 5:30 p.m.
<br />I. PUBLIC COMMENT
<br />Mr. Mulligan outlined the process for public comments.
<br />Laurel Fisher said she wanted to commend the Budget Committee for looking at the arts. She thanked
<br />them for continued support for the visual arts at the Hult Center for the Performing Arts (HCPA). She
<br />wished to address~the continuing legacy of the visual arts in the downtown area, which she likened to
<br />getting a "free lunch every day." She listed some of the art pieces, stressing that they make the claim that
<br />Eugene paid attention to beautifying the City.. She thought the City should continue to pay attention to that
<br />"conduit" into the visual arts richness of this town. She. called this an integral part of Cultural Services
<br />Division director, Robb Hankins, message which declared Eugene to be the greatest City for the arts and
<br />outdoors. She opined the City would be remiss if it did not continue to support its visual arts. She said
<br />people enjoyed looking at the "free" art, but underscored that this art was not free. She urged the
<br />committee to think of those visual arts as a very important partner to the performing arts in this City.
<br />Rob Handy, 455%z River Road, asked whether the Capital Improvement Program (CIP) projects planned
<br />for the airport were appropriate given the current economic climate. He liked the look of the following
<br />park projects: Filbert Meadows, Rosetta Place, Willamette River riparian border acquisition, and further
<br />work on the Delta Ponds. He wondered if it was time to think about an extension of the bicycle path.
<br />through Santa Clara. He thought Phase 1 of the City Hall replacement project was premature. He
<br />suggested the City undertake a broader community process before prioritizing it. He lauded the Wetlands
<br />Education Center, calling it a "wonderful project for the community." He expressed concern about the .
<br />Royal Node stormwater infrastructure. He thought the project needed to be looked at in the context of
<br />West Eugene transportation and "abraded" land use planning. He underscored that there was no
<br />stormwater plan for the River Road/Santa Clara area yet. Regarding transportation projects, he objected to
<br />the Patterson Street underpass project, given that no fmal decision on the potential of a hospital being built
