MINUTES <br />Eugene Budget Committee <br />Council Chamber -City Ball <br />777 Pearl Street, Eugene, Oregon <br />February7, 2005 <br />5:30 p.m. <br />PRESENT: Bruce Mulligan, Chair; Bob Peters, Vice Chair; Bonny Beaman, Andrea Ortiz; Gary Papa, <br />George Poling, Jennifer Solomon, Betty Taylor, David Kelly, Mike Clark, Jana Rygas, Sherry <br />Schaefers, Mike Wolfe, John Demboski, Terry McDonald, members. <br />City Manager Dennis Taylor, Jim Carlson, Lauren Chouinard, Tom Coyle, Kurt Corey, Kitty <br />Murdoch, Angel Jones, Patty Boyle, Glen Svendsen, Mark Schoening, Myrnie Daut, Dee <br />Ann Hardt, staff. <br />ABSENT: Chris Pryor, member. <br />Mr. Mulligan convened the meeting at 5:30 p.m. <br />1. PUBLIC COMMENT <br />Mr. Mulligan welcomed John Demboski and noted that he was appointed by the City Council to replace <br />Eric Forrest, who resigned because of his recent appointment to the School District 4J Board. <br />Mr. Demboski thanked everyone and especially the City Council for their support. 'He also thanked Mr. <br />Carlson, Ms. Hardt, Ms. Murdoch, and Ms. Cutsogeorge for helping him get "up to speed" in the. <br />budgetary proceedings. He underscored his commitment to dedicate as much energy as possible to the <br />process. <br />Mr. Kelly wished to clarify that the City Council had passed a motion in November of 2004 that directed <br />the City Manager to bring options for hiring a business facilitator prior to the budget process. The date <br />was incorrectly listed as January 20, 2005, on page 73 of the agenda packet. He pointed out that Question <br />2 also incorrectly listed the fiscal year as FY06. It should read FY05. <br />2. CAPITAL IMPROVEMENT PROGRAM FY2006-2011 REVIEW <br />Patty Boyle, senior management analyst for the Finance and Court Services Division of the Central <br />Services Department, began the presentation on the Capital Improvement Program (CII'). She explained <br />that the CIP was developed by compiling the capital projects found in adopted long-range plans within the <br />context of City Council policies and goals. She underscored that the CIP was primarily a planning <br />document and provided policy makers with a view of the anticipated capital investment in the City's <br />infrastructure over the next six years. She stated that the CIP acted as a basis for the proposed capital <br />budget -and, though it did not authorize expenditures, it was the resource that staff looked to for <br />development of the capital portion of the annual budget. <br />MINUTES-Eugene Budget Committee February 7, 2005 Page 1 <br />
