had pleasant conversations. What I hated to see was people asleep in the bushes, or on the playground equipment. The
bathrooms were often locked so people just go in the park somewhere. Groups of people are often gathered blatantly
smoking marijuana, or waiting for their drug dealer, or just leering. Homeless people with animals that are not leashed,
running up to my dog and intimidating me. I eventually stopped going to the park. It was too stressful. We would often drive;.--
to Pisgah.
~.~
I do remember bike police and officers on foot coming through the park and it made such a huge difference when they are
walking past people to judge a situation instead of driving past. I wish we could have an officer on duty at all times to patrol.
all parks. It just seems like they are obvious exchange points for prostitution and drug trafficking.
I lived in England for a year and the police there are often on foot in pairs talking to folks and I thought it worked so well to
see the eyes of people and know if they are intoxicated or angry. It seemed like they could asses the situation and help
prevent things from happening, instead of waiting for a situation. to arise. Maybe with the price of gas we could get more
officers out and about on foot. 1 really would love to see the parks be safe places for recreation.
Monroe Park is a neighborhood park meant to provide area residents with a common space to gather with family and
friends, enjoy the natural beauty, and build a sense of community. Too often, however, residents avoid the park out of
fear or intimidation. I believe it is the duty of our city government to provide a basic level of public safety that allows all-
law-abiding visitors to use this beautiful park for its intended purpose.
Please, please consider dedicating funds for police pedestrian or bike patrols in Monroe Park in the FY 2006 budget.
Let's see if it makes a difference. I think the officers would enjoy it too!
Sincerely,
Mary Briggs
1170 W Broadway
Eugene; Or 97402
20
