I have lived in the neighborhood for almost sixteen years and watched first hand as last <br />summer the park situation reached epic proportions. Although I have seen the park go through many phases, the last year <br />and a half have been the most difficult and frightening.. I have two children ages 10 and 12 and they have been scared to <br />go to the park which is a %2 block down the street. Last week my son was playing basketball and saw two people in a <br />sleeping bag right by the hoops having sex. He was fairly distressed by this. Monroe Park is wonderful in so many ways. <br />On some days it is a place of beauty and peacefulness. On other day it is filled with people committing illegal acts such as <br />use of drugs and alcohol, prostitution, and acts of violence. <br />There are many dedicated neighbors surrounding Monroe Park who love the park and the quality of this .downtown <br />neighborhood. We want to continue to live here. We are doing everything we can think of to "take back the park" and have <br />a more visible presence there. But the stability of the park is threatened when there are large groups of people doing <br />threatening and illegal acts. The larger that element, the harder it is to risk confronting those people by ourselves. We <br />need the help of an ongoing police patrol. Currently we call the police, we report crimes but the offenders get away with <br />impunity because there are not enough police to respond to our calls. I have seen the benefit and the reduction of crime <br />when we have had bike patrols to combat drug use/sales and prostitution. <br />I believe it is the city government's responsibility to provide safety at our public parks so that law-abiding neighbors and <br />visitors can use parks such as Monroe Park. It is sad when neighbors drive their children to other city parks so that they <br />,nd their children can feel safe at play. <br />1 urge you to approve funding for dedicated police patrols in Monroe Park in the FY 2006 budget. <br />Sincerely, <br />Laurel Anderson <br />953. Broadway for the past 71/2 years. I own my house and care a lot about this wonderful older <br />neighborhood. I had a dog for 4 years and we walked morning and evening, often through Monroe park.
