However, most of <br />the operational responsibility for budget control and financial management related to <br />Public Works funds has been delegated to the Public Works Department. <br />Within the department, the Administration Division is responsible for ensuring budget <br />control and financial management. In the Administration Division the division manager <br />is responsible for directing and overseeing the development, preparation and <br />administration of the annual department operating, service, and capital improvement <br />budgets; providing financial management for funds; and recommending midyear <br />adjustments. While the Administration Division Manager is ultimately responsible for <br />the department's budget and financial management, each division manager is responsible <br />for budgeting and spending funds allocated to them during the budget process. Public <br />Works Administration finance staff have been delegated specific budget and financial <br />management responsibilities by the Administration Division Manager. The division <br />manager for each of the other Public Works divisions has also delegated specific budget <br />and financial management responsibilities to their respective division budget <br />
