expansion. <br />Highly erodi~ile soils. ~ Soils classified as highly erodible, erodibility index of 8 or <br />larger, by the Natural Resources Conservation Service (MRCS -formerly the Sod <br />Conservation Service). <br />Improper disposal Disposal of any construction related material in a manner that. <br />causes, or has the potential to cause, the dischazge of pollutants to the City's stormwater <br />system or Related Natural Resource Areas, the depletion of the capacity of the City's <br />stormwater system, or the contamination of soils. <br />Improper storage. Handling or storing of any construction related materials in a <br />manner that, due tv leaks, spills, leachates, deposits or dumps, causes or has the potential to <br />cause the discharge of pollutants to the City's stormwater system or Related Natural <br />Resource Areas, the depletion of the capacity of the City's stormwater system, or the <br />contamination of soils. <br />Jurisdictional wetlands. Any pazcel or portion of a pazcel which meets the state or <br />federal definition of wetlands that aze under the jurisdiction of state or federal .laws. <br />Synonymous with wetlands. <br />Land disturbance. Activities that can change the physical conditions of landform, <br />vegetation, and hydrology inchuding, but not limited to, clearing, grading, grubbing, <br />excavating, filling, logging, and storing of materials. <br />Maximum extent practicable. The greatest degree of pollutant reduction achievable <br />through the application of technically feasible, cost effective`bcst management erosion <br />practices, processes, siting criteria, operating methods, or other alternatives approved by the <br />City. A practice or action shall be considered "cost effective" so long as the. cost is less than <br />or equal to $1.50 per square foot of disturbed azea Costs to be considered under the <br />'previous sentence shall include implementation. and maintenance -of construction site <br />management measures. Costs do not include: desigriprepazation,preparation ofconstruction <br />site management plan/template, actions taken to correct violations, inchiding any civiY <br />penalties imposed, and permanent landscaping and associated design fees. <br />Mirror recurring activities. Repetitive construction or maintenance activities that are <br />.performed at different sites <as part of an overall work plan or program when no individual <br />disturbance exceeds more than 500 square feet of land area and 50 cubic yards of fill or <br />excavated material ~.. <br />Perimeter control. A facility or combination of facilities that result in no stormwater <br />runoffleaving a site during a 5-yeaz storm event and saturated soil conditions including, but <br />not limited to,' constructed ponds, ditches, suiales, .infiltration trenches, or pipes.
