ADMINISTRATIVE ORDER N0.58-03-04 <br />of the <br />Executive Manager <br />Public Works Department <br />City of Eugene, Oregon <br />DELEGATING CONTRACT AND CHANGE ORDER <br />SIGNING AUTHORITY TO PUBLIC WORKS DIVISION <br />MANAGERS AND REPEALING ADMINISTRATIVE ORDER <br />NO. 58-02-20. <br />The Executive Manager of the Public Works Department of the City of Eugene f`mds <br />that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 1976, the <br />City Manager is designated as the administrative head of the City, and is specifically authorized to <br />appoint and remove all employees (except as otherwise provided in the Charter), and to enforce all <br />ordinances of the City. <br />• B. .Pursuant to that authority, the former City Manager, James R. Johnson, and the <br />r- current City Manager pro tem, James R. Carlson, have designated and/or affirmed my appointment <br />`, as Executive Manager of the City's Public Works Department. In such capacity I have the <br />responsibility for supervision of that department and its employees. <br />C. In addition to those responsibilities, pursuant to the City Manager's Administrative <br />Order No. 21-01-07, as Executive Manager of the Public Works Department I have authority to <br />execute contracts on behalf of the City of less than $100,000, and to sub-delegate contract signing <br />authority. This authority also includes the execution of contract change orders which are within <br />budget contingency for that contract or prof ect, and are within change order guidelines of the Public <br />Contract Administrative Rules. <br />D. On June 13, 2002, I issued Administrative Order No. 58-02-20 establishing the <br />policies and procedures for processing contracts and executing change.: orders within the Public <br />Works Department. Although authority was delegated to the City Engineer and Airport Manager <br />to execute change orders for construction contracts in the manner provided in the Order, no other <br />sub-delegations of contract signing authority have been made. <br />E. Sub-delegation of the authority to sign contracts of $25,000 or less and the authority <br />to execute change orders that do not exceed $25,000. to each of the Public Works Department <br />Division Managers would be more efficient and would facilitate the timely and orderly execution <br />of such contracts and change orders, and Administrative Order No. 58-02-20 should therefore be <br />Administrative Order - 1 <br />r:\adminord\adm\02pwcontsubdel.wpd(O i/08/03) <br />
