3. That all needed utilities are already in place through the portion oftheright-of--way proposed <br />for the TSP or that formal plans have been approved for proposed or required utilities. <br />(Compliance with this criteria can be demonstrated by reviewing existing utilities' as-built <br />drawings or by obtaining written concurrence from the utility providers.) <br />4. If public storm drainage facilities are proposed or required, those facilities shall be designed <br />to meet the current stormwater facilities design criteria applicable for a full public <br />improvement. <br />(Compliance with this criteria can be demonstrated by having the storlrlwater design and <br />plans prepared by a professional engineer licensed in the State of Oregon. Public Works <br />Engineering manages the Privately Engineered Public Improvement (PEPI) process.) <br />Fill sections greater than 2 feet in depth must be designed to meet structural fill criteria <br />applicable for a full improvement. <br />(Compliance with this criteria can be demonstrated by having the roadway design and plans <br />prepared by a professional engineer licensed in the State of Oregon.) <br />6. Proposed materials and methods of construction meet or exceed the standards identified <br />herein. <br />(Compliance with this criteria can be demonstrated by agreeing to have the proposed <br />construction under the TSP managed by a professional engineer licensed in the State of <br />Oregon or by a bonded contractor with experience in public road construction in Eugene.) <br />7. Alignrnent of the new roadway, if any, shall be designed to minimize impacts to trees and <br />other natural resource interests within the right-of--way. <br />(Compliance with this criteria can be demonstrated by having a tree preservation plan <br />prepared by a Certified Arborist who has worked with the engineer in the layout of the new <br />roadway to minimize street tree impacts.) <br />8. Street Trees: <br />(a) The tree preservation plan shall show location, size, and species of all street trees <br />within the length of the proposed prof ect. The plans shall accurately depict the areas <br />of the work zone that may impact street trees.
