the owner or operator of the facility being installed or upon which maintenance is being performed. <br />Persons or companies working under contract to the facility owner or operator are not considered <br />representatives of the facility owner and, as such, will not be allowed to apply for or be granted a <br />permit. <br />Unless a special exception is granted, applications for permits to perform work in the right-of--way <br />involving excavation upon an improved street shall not be granted where the pavement is less than <br />5 years old. See EC 7.295 (2). <br />2.D.2 Plans and Drawings. <br />Applications for astreetright-of--way work permit shall be accompanied by such drawings, surveys <br />or plans as deemed necessary by the City Engineer. See EC 7.305. <br />Generally, the permittee will be required to supply 2 sets of complete and accurate plans and/or <br />drawings depicting the proposed facility installation. Three copies will be made to allow 1 for the <br />Inspector, the office file of the pernuttee and the permittee's field crew performing the work. <br />In those cases where the proposed work falls within the area of a current City improvement project <br />(subdivisions, wastewater collection system or stormwater drainage system construction, street <br />paving, etc.) 4 copies will be made of the plans and/or drawings. The fourth set shall be forwarded <br />to the Engineering Division Project 1Vlanager assigned to the Cityimprovementproject forplacement <br />in the project office file. <br />All plans and/or drawings shall, at a minimum, contain the following elements: <br />• North arrow; <br />• Reference to work area by accurate dimensions to a known intersection center-point, lot <br />corner, or to a known City manhole if an intersection center-point is not available; <br />• Appropriate scale, both vertically and horizontally, and designating with accurate dimensions <br />the portion of the public way proposed to be used; <br />• Identification of the "work zone" (considered to be 10 feet at a minimum around the <br />perimeter of the proposed excavation or facility placement) and including staging and <br />material storage areas within the public way; <br />• Accurate location of curbs, sidewalks, and driveways within the proposed work zone. <br />Additional details and/or information maybe required on any plan which is deemed insufficiently <br />clear or accurate by City staff for necessary review, coordination, or inspection. <br />If the critical root zone of a street tree is located within the proposed work zone, the applicant shall <br />so indicate on the permit application, and the plans shall accurately depict the areas of the work zone <br />which may impact street trees, along with the size, location, and species of each tree within such <br />Utility & ]Z/W Pt;imit Manual <br />Exhibit A - 13 <br />C:\WINDOWS\Temporary Internet Files\OLKB202\03rowrlexa.wpd -Manual (03ROWR 1).WPD(I1/07/03) <br />
