underground utility locating services provided by the City. The Utility Locator shall maintain <br />accurate records of the locate requests received each month, locates performed, and number of each <br />facility type located. <br />In addition to the Utility Locator, other City staffincluding, but not limited to the Inspector may also <br />provide utility locate services. Other staff who provide locate services shall provide the necessary <br />information and data to the Utility Locator for the purpose of maintaining complete, accurate data. <br />The Utility Locatorregularlymonitors locate requests placed through the Oregon UtilityNotification <br />Center (OUNC) to the Maintenance Division. The Utility Locator periodically reviews the OUNC <br />information (usually at the beginning, middle, and end of each day) for requests by other agencies <br />for the location ofCity-owned underground facilities. This allows the Utility Locator to coordinate <br />locate service as appropriate and provides a mechanism for monitoring excavation work proposed <br />within the public way. <br />The Utility Locator provides locate service for certain City-owned facilities. Locating services are <br />provided in conformance with Oregon Revised Statutes (ORS) and related Oregon Administrative <br />Rules (OAR) as adopted by the OUNC in the Standards Manual. Upon receipt of the 2 business day <br />prior notice and before commencement of the work, the Utility Locator shall endeavor to locate those <br />"locatable" City owned facilities within the proposed work area which are on record (i. e., wastewater <br />collection system, stormwater drainage system, street light facilities, and traffic signal facilities). <br />The centerline and, when exceeding two inches in width, the size of the facility should be marked. <br />Where centerline marking is not practical, offset marking orproviding as-constructed drawings may <br />be acceptable. <br />In accordance with the adopted color code, the located City facilities shall be temporarily marked <br />using green paint for wastewater and stormwater lines, and orange paint for street light and traffic <br />signal facilities. Where the use of paint is not practical, a written description of the facility upon <br />wood stakes or providing as-constructed drawings may be acceptable. Once the Utility Locator has <br />marked the located City-owned facilities, the excavator is responsible for taking reasonable steps to <br />maintain these marks through the life of their project. <br />1.E.2 Locate Coordination. <br />Several other City work units respond to certain utility locate requests. Locate requests that may <br />impact facilities maintained by the Parks and Open Space Division are forwarded to appropriate staff <br />in that division (e.g., irrigation systems). Locate requests that may impact facilities maintained by <br />the Wastewater Division are forwarded to appropriate staffin that division (e.g., wastewater pump <br />stations, force mains, etc.). Locate requests that may impact facilities maintained by the Airport <br />Division are forwarded to appropriate staff in that division (e.g., excavations within or adjacent to <br />airport property).
