The Inspector shall maintain accurate records of the number of inspections each month, locates <br />performed, requests for locates, right-of--way work or cut permits issued and incidents of damage to <br />City facilities. Licensees, franchised utilities, and EWEB submit monthly reports ofallright-of--way <br />cuts made by their staffor contractors and these records are used by the Inspector to submit statistics <br />to the LUCC and the OUCC to assist in tracking utility coordination trends state-wide. <br />In some situations, testing of materials and installation methods, including but not limited to <br />compaction testing, may be required by the Inspector. These inspections shall, at least meet the <br />current minimum requirements adopted by the City for public works prof ects. All costs incurred for <br />private inspections, reporting, and testing required by the Inspector are the sole responsibility of the <br />permittee. <br />1.D.2 Authori <br />The Inspector has the authority to order changes in construction technique or issue "stop work" <br />orders for un-permitted work, non-compliance with the permit conditions or associated traffic control <br />plans, Standard Specifications (as referenced later herein), or if hazardous or improper methods are <br />used. The Inspector is responsible for field review of the contractor's temporary traffic safety <br />measures. These measures shall be designed to maintain the flow of traffic, and to protect vehicles, <br />bicycles, pedestrians, and workers during the length of the project. The Inspector may require <br />additional traffic control measures at any time the Inspector feels a reasonable safety issue exists. <br />Inspectors schedule inspections to monitor compliance with the established Standards. The <br />contractor's work shall be inspected for progress, proper location and depth, width of pavement cut, <br />temporary placement of excavated materials, adequately compacted backfill, proper temporary <br />patching and permanent surface restoration, and, when complete, the work site cleaning and <br />restoration to its original condition. <br />The Inspector has the authority to provide interpretation and, when necessary, specific enforcement <br />of the Eugene Code, City Standard Specifications, Traffic Control Standards (Traffic Control <br />Standards include the editions then in effect of: Part VI of the Federal "Manual on Uniform Traffic <br />Control Devices" (MLTTCD); the Oregon Department of Transportation's "Short Term Traffic <br />Control Handbook' ;and the City of Eugene "Work Zone Traffic Control Standards Supplement"), <br />and other related standards, policies and rules, including those contained herein. This authority is <br />applicable to all work conducted within the public way and for those people or agencies undertaking <br />such work. <br />l.E UTILITY LOCATING. <br />1.E.1 General. <br />The "Utility Locator" is a term used to describe those individuals employed by the City to perform <br />the duties described herein.
