(SDCs). <br />Eugene Code Section 7.710 provides that a change in the amount of an SDC is not a modification of the <br />SDC methodology if the change is based on the periodic application of an adopted specific cost index, <br />and that the city manager may adopt changes to such a cost index or rate factor by administrative order. <br />The adopted SDC Methodologies Document section 2.4, provides that the City 1Vianager may adopt fee <br />changes so long as the fees are not revised administratively in an amount greater than five (5) percent <br />within any 12-month period. The transportation and local wastewater rates were last updated in <br />November 2002, reflecting costs and rate factors current as of June 2002. SDCs related to other local <br />systems (i.e. parks, stormwater) were last updated in October 2003, with the stormwater cost-related rate <br />factors current up to January 2003. An adjustment to the parks SDC rate is not proposed at this time, <br />pending results of the comprehensive review currently underway. <br />The Eugene Code, 1971 (EC) section 2.020(3) provides for giving notice of a proposed fee 15 days prior <br />to the change in fee amount. In this case, the preliminary Administrative Order No. 58-04-04 will be <br />posted on March 5, 2004 at two locations at city hall and be published in the Register Guard on March 7, <br />2004. Copies of the notice of intended charges will also be mailed to interested persons who have <br />requested such notice. After the expiration of the comment period, the City Manager will consider the <br />comments received, and adopt the increases as proposed or as modified in response to the comments <br />received.
