Public notice of the proposed adoption of Administrative Riil.e R-6.451 was given by making copies thereof available to any person who had requested -such notice, and by publication thereof in the Register. Guard, a newspaper of general circulation .within the City on April 12, 13, 14, 15, and 16, 1995. T}ie notice provided that interested persons could submit written data or comments thereon for a period of i5 days from the first date. of publication. No valid comments or objections were received within the time and in .the manner prescribed in the notice. _ Therefore, based upon the above. findings, which are herebyadopted, and pursuant to the authority contained i.n Sections 2.019 and 6.451. of tl,e Eugene.Code, 1.971, and Ordinance No. 19984., TlaeCity Manager of the City of >Cugene orders that: 1. Administrative Rule R-6.451, amending the Methodology for monthly Stormwater customer charges established by Ordinance No. 19939 and subsequently amended by Ordinance No. 19984 and clarified by Administrative Order No. 58-94-27 is hereby adopted to clarify that exemptions or reductions provided far therein do not apply to road. or adiinistrative components of the stormwater charges by amending Sections 3.0, 4.0, 5.1, 5.2; 5.2:4, 5.2.5, 5.3.1, 5.3.2, b.1, and 6.2, of the Methodology, and by effecting minor editorial cha~zges throughout to create consistent usage of terms such as, but not limited to, changing customer ":class" to customer ,category. " 2.. A copy of the, Stormwater Service Charge Methodology Paper. incorporating the changes effected herein (whi.ch incorporates the amendments effected by Administrative Order No. 58-94-27j is attached as Exhibit A hereto.. 3. Except as amended herein, and by Ordinance Na 19984, al.l other provisions of the Stormwater Service. Charge Methodology Paper adopted by Ordinance No. 19939 remain in full force and effect.
