NOTICE OF INTENDED AMENDMENT OF THE SYSTEMS DEVELOPMENT CHARGE (SDC) METHODOLOGY, i_ REDEVELOPMENT FEES, AND CREDITS To: The Mayor. and City Councilors of the City of Eugene, and other interested persons. NOTICE IS HEREBY GIVEN that pursuant to the provisions of Sections 2.020, 7.705, and 7.710 of the Eugene, Code, 1971, the City Manager of the City of Eugene intends to amend the City of Eugene SDC Methodology by: Revising the application of SDC credits and local administrative fees for redevelopment that constitutes a change of use of a building in its entirety as more particularly set forth in the proposed revisions to Sections 1.2, 2.2.1, 7.0, and 7.2.3 of the Systems Development Charge Methodology; the revision to Appendix A of the Methodology by addition of a defuution of "redevelopment;" and revision of the administration fees in Section 2.6 of Appendix F of the Methodology, attached to the original of this Notice, and available for inspection at the office of the City Manager, Eugene City Hall, 777 Pearl Street; the Public Works Building Lobby, 858 Pearl Street; the Permit and Information Center Lobby, 99 W. 10~' Avenue; and the Eugene Public Library, 100 W. 13t'' Avenue, all in Eugene, Oregon, during normal business hours (B:OO.a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). The proposed revisions to the SDC Methodology and the administrative fee are consistent -- with adopted policies of the city, inconformity with state law, necessary to ensure consistency with recently revised provisions of the Eugene Code, 1971, and should be implemented retroactively with respect to redevelopment permits in process on and after August 9, 1999. Persons desiring to comment hereon shall submit written comments to the City Engineer, Public Works Department, 858 Pearl Street, Eugene, Oregon 97401, within 30 calendar days from the first date of publication and posting of this Notice as indicated below. The City Manager will consider the comments received and by administrative order establish the Systems Development Charge Methodology and administrative fee, as proposed or as modified in response to comments, after the expiration of the period for comment.
