the permittee of the proposed facility. Staff .also evaluate the permittee's proposed installation in <br />relation to planned future City facility placements for conflicts with location and grade. Staff have <br />the responsibility of reviewing applications for completeness, determining if an associated erosion <br />permit revie«: is required, and entering the. permit information into the computer plan tracking <br />program. <br />If upon initial review of the application, the plans are found to be unclear, incomplete, or inaccurate <br />the application and plans will be returned to the applicant for correction and re-submittal. <br />Upon completion of the review process, Maintenance Planning personnel shall list any required <br />modifications, and if appropriate, sign and issue the approved permit. The individual signing the <br />permit then updates the permit tracking system with the date the permit was issued. <br />Unapproved permits shall be returned to the applicant with a written statement listing the City's <br />concerns and reasons for the permit's denial. Also where possible, suggestions for changes which <br />would result in the permit being approved will be listed. <br />The applicant for a permit that is denied shall have the right of appeal to the City Manager.. See <br />section 2.021 of the Eugene code for appeal procedures. EC 7.295 <br />Application fees for temporary surfacing permits shall be paid upon acceptance of the permit <br />application b~- the City. City staff, utilizing the fee, schedule as set by administrative order of the <br />City Manager. will calculate and collect the applicable permit fees at the time of permit approval. <br />2.H.8 Expiration <br />Temporary surfacing permits shall be valid for a period not to exceed six months from the date of <br />issue. Work may not be performed under an expired permit. Permit renewals shall follow the same <br />process as that used for a new permit. <br />Section 3: CONSTRUCTION WITHIN THE PUBLIC WAY <br />3.A STANDARD SPECIFICATIONS <br />The Standard Specifications (City Standards) which are applicable to work within the public way <br />are those published by the American Public Works Association, Oregon Chapter, current edition, <br />as modified tluough published amendments by the City of Eugene, and/or modified by these special <br />provisions.
