Management Practices Self-Assessment
2.23 Performance Review
Employee performance review procedures are established, outlined, and periodically
reviewed.
The purpose of an evaluation system is to serve both management and the individual employee.
Performance evaluations should periodically be reviewed to ensure relevance to the position
held. Performance evaluation programs require: definition of terms, evaluation forms, evaluator
responsibilities, evaluator training, performance evaluation frequency, performance evaluation
criteria, and employee review of evaluation. Evaluations are in writing and include an evaluator
and employee meeting.
Assigned to: Tammy Donahue Initial Review Date: 11/29/2002
Completed by: Tammy Donahue Compliance Date:
Amount Complete: Full Compliance
Documentation/Directives:
APPM Policy Manual
Performance Evaluations: Chapter 6.7
AFSCME Contract:
Article 10.2
Human Resources Board
Coordinated Training Program
New Supervisory Orientation
PW Performance Evaluation Forms
Supervisor Orientation Slides on Performance Appraisal
Merit Due Date Report
Agency Compliance:
Administrative Policies and Procedures Manual Chapter 6 describes the City's policy around the
completion of performance evaluations for non-represented employees. The AFSCME contract, Article
10.2 defines the frequency of performance evaluations for represented employees.
The City trains supervisors in the area of performance management, which includes conducting
performance evaluations. They are given introductory resources, there is a session in supervisor orientation
that focuses on the appraisal cycle (see slides), there is a required performance management class that
focuses on performance discussions. Training on this topic is delivered on request by a department or
supervisory group.
Each division in the Public Works Department has protocols established by which supervisors are to review
evaluations with his/her manager prior to fmalizing with the employee. This ensures a level of consistency .
across the division and allows for a more thorough and thoughtful review. .

©2004 American Public Works Association Version 5.0
50
