an alternate day off within a reasonable period of time.
Scheduling City Events

i
1. All division managers will make available to employees a list of primary holidays
(which will be provided by the Human Rights Office) of the major religions practiced in
the United States. Meetings and events which are mandatory for employees should be
avoided on these dates.
2. The same policy and practice is to be applied to City events, public meetings, and
other special events sponsored by the City of Eugene.

i
Celebrations and Decorations
Please refer to the policy section addressing religious objects and decorations and attire.
USE OF CITY FACILITIES
Employee Use
The City will allow employees to use its facilities for private religious purposes to the same
extent that it allows for other private uses of its facilities. However, use will not be allowed
when it creates the appearance, to a reasonable observer, of an official City endorsement of
religion, interferes with City business or the efficient provision of City services, or intrudes upon
the rights of others.
Rental of Facilities
The above restrictions do not apply to facilities rented to the public.
INVOCATIONS
Invocations are not legally allowable at any City meeting or event other than meetings of the City
Council.
