Representatives from the FAA, Oregon Department of Aviation, and AOPA (Aircraft Owners and Pilots <br /> Association) were present. <br /> Engineering <br /> New Oregon Administrative Rules (OAR'S) for public contracting are being written by the Oregon <br /> Attorney General's office, Department of Justice (DOJ). Since public contracting law, ORS 279, was <br /> ~ completely reorganized and significantly revised last year, the OAR's must be rewritten as well. Work <br /> began on the new OAR's in February and is scheduled to be completed by September. The new ORS 279 <br /> becomes operative on March 1, 2005, and DOJ must adopt new Model Rules by September 1, 2004, with <br /> j an effective date of March 1, 2005. <br /> This effort began early in order to provide ongoing information to other public contracting agencies as <br /> they develop their own rules or default to the Model Rules. Public agencies are required to adopt the <br /> Model Rules or write their own. Eugene has had its own rules, based on OAR, for many years. The City <br /> of Eugene will be rewriting its contracting rules as soon as the new OAR's are completed. <br /> Bids o ened for the reconstruction o Garden Wa on March 10• Wildish Construction is the low <br /> <br /> ~ p f Y <br /> bidder. City Council will consider forming the Local Improvement District on April 12, and Wildish <br /> wants to start road construction the week of April 12. In order to expedite the roadwork, EWEB began <br /> their utility work to install water and underground power lines in February, and plan to be completed by <br /> May. Having EWEB complete this utility work in advance will speed up the street construction work by <br /> approximately eight weeks. The street work will be substantially complete and the street will be open by <br /> early September, in time for the first Oregon football game. However, some work will continue until mid- <br /> <br /> ' October on sidewalk work south of Commons Drive, erecting the new street lights and signal poles, and <br /> landscape plantings. <br /> The new street will include two travel lanes, center turn pockets, landscaped medians, street trees, 5' <br /> sidewalk on the west side, 8' sidewalk on the east side, street lights, a new signal at Martin Luther King, <br /> Jr. Boulevard, and a new alignment along the south 900' of street to remove the dangerous 90 degree <br /> curves. During construction, the paved asphalt path on the east side of Garden Way will be closed and <br /> removed along the length of the project. Where the new street alignment curves to the west at the south <br /> end of Garden Way, a short segment of the old street will remain and will revert to a local street. The <br /> existing bike path along this remaining segment of old Garden Way will also remain and will be <br /> connected to the new 8' wide sidewalk. <br /> Privately Engineered Public Improvement (PEPI) Projects Permitted through March 2004 <br /> Oliver Hammer Park (PEPI project #4167) <br /> Public improvements include wastewater service only (private street and storm facilities) to 7 lots. The <br /> public improvement permit was issued on March 1, 2004, and a bond was submitted for improvements <br /> valued at $24,740. The project is currently under construction. <br /> Rivendell, IstAdd. (PEPI project #4190) <br /> Public improvements include wastewater, storm, and new street construction serving 25 lots. The public <br /> improvement permit was issued on March 23, 2004, and a bond was submitted for improvements valued <br /> at $140,985. <br /> WhitbeckKnoll (PEPI project #4099) <br /> Public improvements include wastewater, storm, and street improvements for 4 new lots.
